Job Description:

The MEAL (Monitoring, Evaluation, Accountability, and Learning) Manager is responsible for leading the design and implementation of MEAL systems across HEARDO's programs. The position ensures that projects are effectively monitored, evaluated, and accountable to beneficiaries and donors, and that learning is systematically captured and used to improve programming.

The MEAL Manager works closely with program, Finance, and management teams to strengthen evidence-based decision-making and impact.

Duties and Responsibilities:

  • Lead the development and implementation of MEAL frameworks, tools, and systems for all projects in line with donor and humanitarian standards.
  • Oversee baseline studies, mid-term reviews, end-line evaluations, and other research activities to measure project outcomes and impact.
  • Ensure regular monitoring of project indicators, data quality, and reporting through field visits, data verification, and analysis.
  • Establish and manage feedback and complaint mechanisms to ensure accountability to affected populations (AAP) and safeguarding.
  • Support program teams in designing logical frameworks, theories of change, indicators, and data collection plans.
  • Lead data analysis, visualization, and reporting, providing evidence-based recommendations to improve program quality.
  • Facilitate learning workshops, lessons-learned sessions, and documentation of best practices and case studies.
  • Build capacity of staff and partners on MEAL approaches, tools, data collection, and use of evidence

  1. Bachelor’s degree in Social Sciences, Statistics, Economics, Public Health, Development Studies, or another related field.
  2. At least 3 to 5 years of experience in monitoring, evaluation, or data management, preferably with an NGO in Afghanistan.
  3. Strong knowledge of humanitarian standards, logical frameworks, indicators, data collection methods, and evaluation approaches.
  4. Experience with quantitative and qualitative data analysis, and tools such as Excel, Kobo, Power BI, or similar.
  5. Excellent analytical, writing, and presentation skills; ability to translate data into actionable recommendations.
  6. Strong leadership and capacity-building skills; ability to work collaboratively across teams.
  7. Fluency in English (written and spoken) and Dari and/or Pashto; willingness to travel to project locations.
