Job Description:

The Program Manager is responsible for overall leadership, strategic direction, and management of HEARDO's programs. The position ensures that programs are designed, implemented, monitored, and evaluated in line with organizational strategy, donor requirements, and humanitarian standards.

The Program Manager works closely with project teams, Finance, HR, MEAL, Procurement, and Logistics to ensure effective program delivery, compliance, and impact.

Duties and Responsibilities:

  • Lead the design, planning, implementation, monitoring, and evaluation of multi-sectoral programs in line with HEARDO's strategy and donor requirements.
  • Provide strategic direction and technical oversight to project teams, ensuring quality, timeliness, and compliance with organizational policies and humanitarian standards.
  • Represent HEARDO in coordination meetings, clusters, and forums with donors, government authorities, UN agencies, and other stakeholders.
  • Ensure effective integration of gender, protection, safeguarding, and accountability to affected populations (AAP), and do-no-harm principles across all program activities.
  • Oversee program budgets, expenditure tracking, and financial reporting in collaboration with the Finance team, ensuring efficient resource utilization.
  • Lead proposal development, concept notes, and reporting to donors, ensuring high-quality, evidence-based submissions.
  • Manage and mentor project staff, fostering a collaborative, accountable, and high-performing team culture.
  • Ensure timely and accurate program reporting, including narrative and financial reports, to internal management and donors.
Job Requirements:

·       Bachelor’s degree in Development Studies, Public Health, Social Sciences, Business Administration, or a related field.

·       At least 3 to 5 years of progressive experience in program management, preferably with national NGOs in Afghanistan.

·       Strong knowledge of humanitarian principles, project cycle management, donor compliance, and multi-sectoral programming.

·       Proven experience in proposal writing, donor reporting, and managing large, multi-donor portfolios.

·       Excellent leadership, communication, negotiation, and representation skills.

·       Strong analytical, problem-solving, and decision-making abilities.

·       Strong computer skills and good knowledge of MS Office, particularly Microsoft Word, Excel, and PowerPoint, as well as other relevant program management and reporting tools.

·       Fluency in English, both written and spoken, and Dari and/or Pashto, with willingness to travel to project locations
