The HER-AF2 (Health Emergency Response – Afghanistan Phase 2) project is funded by UNICEF and implemented to ensure continuity and quality of essential health and nutrition services, with strong emphasis on Accountability to Affected Populations (AAP), Feedback and Complaints Response Mechanism (FCRM), High-Impact Value Added (HIVA), and zero tolerance for Sexual Exploitation, Abuse and Harassment (PSEA-H).

Job Descriptions:

Key Responsibilities:

All responsibilities below are specific to HER-AF2 UNICEF-funded programming and must be implemented in alignment with UNICEF Afghanistan policies, IP agreements, and approved SOPs.

1. Security Risk Management

  • Conduct risk assessments, Maintain the security risk register, monitor threats and vulnerabilities, recommend mitigation measures, Review residual risks

2. Security Planning

  • Develop/update security plans, support project and provincial security plans, develop contingency arrangements, ensure security considerations are incorporated into program planning.

3. Staff Safety

  • Security induction, staff briefings, security awareness, field safety advice, emergency communication.

4. Movement Security

  • Movement planning, route/security assessment, vehicle and driver safety, check-in/check-out monitoring, field movement documentation.

5. Incident Management

  • Receive reports, conduct initial assessment, escalate serious incidents, maintain incident database, coordinate post-incident reviews, frack corrective actions.

7. Training

  • Security induction, emergency response, fire safety, road safety, incident reporting, personal security awareness.

8. Reporting

  • Monthly security update, Incident reports, Risk assessment reports, Security inspection reports, Training reports, Security trend analysis, Corrective-action status, Annual security review
Job Requirements:

Required Qualifications

  • Bachelor’s degree in Social Sciences, Law, Human Rights, or related field (Master’s preferred)
  • Minimum 3–5 years of relevant experience in Safety and Security safeguarding, or protection roles and community social and mobilization work
  • Demonstrated experience managing security incidents
  • Strong understanding of UNICEF, UN, or INGO safeguarding frameworks
  • Knowledge of humanitarian principles and conflict-sensitive programming
