Our work is well established in Herat, Badghis, Ghor, and Faryab provinces in the western region of Afghanistan. We work closely with all levels of society including children, parents, teachers, village councils, religious leaders, ministries, provincial departments, and other national and international agencies.

Job Descriptions:

Job-Purpose 

The GIS & mWater Data Officer will support the WASH Programme through GIS mapping, mWater administration, data quality assurance, spatial analysis, visualization, monitoring, and reporting. The position will ensure that all WASH infrastructure, beneficiaries, and project activities are mapped, monitored, and reported through mWater and other WVI systems to facilitate evidence-based planning, decision-making, donor reporting, and program accountability. This role will serve as the focal point for GIS, mWater, OMS/OCMS, Digital ITT, and WASH asset management across World Vision Afghanistan's WASH portfolio. He/she will also be responsible for the data to be submitted to the cluster and MRRD platform in a timely manner. In addition, Analysis of water quality results through GIS will be part of the role.

Data Quality Assurance and mWater Management:

  • Manage and administer the mWater platform for all WASH projects.
  • Remove duplicate records and ensure proper linkage of WASH assets.
  • Maintain user access and permissions within mWater.
  • Ensure timely updating of OMS, OCMS, Digital ITT, and WASH asset databases.
  • Support project teams in data collection and verification.
  • Submit all the data to the WASH cluster data system and the MRRD MIS platform.

GIS Mapping and Spatial Analysis

  • Map all WASH infrastructure including boreholes, wells, water supply systems, schools, health facilities, sanitation facilities, Land/Regreening, Canals, irrigation systems, and community beneficiaries.
  • Develop and maintain GIS databases and geodatabases.
  • Compile geographic data from a variety of sources including customer surveys, field Observation, satellite imagery, aerial photographs, and existing maps.
  • Produce thematic maps, infrastructure inventories, and spatial analysis reports.
  • Conduct geospatial analysis to support project planning and monitoring.
  • Support climate resilience and water source management and Watershed delineation analysis through GIS tools.

Data Visualization and Reporting:

  • Develop dashboards, maps, and analytical reports.
  • Analyze spatial data for geographic statistics to incorporate into documents and reports
  • Compile geographic data from a variety of sources including customer surveys, field Observation, satellite imagery, aerial photographs, and existing maps.
  • Generate monthly, quarterly, semi-annual, and annual reports within the organization.
  • Maintain inventory of system maps as related to GIS (converts from CAD when necessary)
  • Support donor and internal reporting requirements.
  • Produce visual products for management decision-making.
  • Ensure accurate reporting against WASH indicators and targets.

Capacity Building and Technical Support:

  • Train staff on mWater, GIS, Kobo, and data management systems.
  • Provide field-level technical support during assessments and surveys.
  • Support adoption of digital data collection tools.
  • Strengthen staff capacity in data quality management and reporting.

Advocacy, Engagement and Networking

  • Ensure high-quality presentation of GIS/m Water products to WVM staff, donors, NGOs, Government and other stakeholders.
  • Linkages with partners (NGOs, Districts and National government, Ministries, bilateral and multilateral agencies) in resources mapping for development interventions;
  • Maintain a good working relationship with the Global mWater and IWRM platform

Other

  • Adhere to WV Child and Adult Safeguarding policy and standards. 
  • Adhere to WV accountability standards.
  • To be aware and prepared to implement WV Afghanistan Humanitarian and Emergency Affairs plan under the context of designated area interventions.
Job Requirements:

Required Professional Experience

    • At least 2-3 years of experience in conceptualization and preparation of maps and other cartographic products using ArcGIS products; working knowledge of the latest version of the software, i.e., ArcGIS 10. ArcGIS Pro, Additional technical practical skills in GIS and mWater mapping.
    • Familiarity with mWater or other digital monitoring platforms.
    • Strong understanding of GPS technology, remote sensing, and spatial data visualization.
    • Strong data management skills, with attention to detail and data quality control.

Required Education,training, license,registration, and certification  

  • Bachelor's degree in Geography, Information System or Geomatic and Geospatial Engineering, Civil, hydrology and soil science.
  • Preferred Knowledgeand Qualifications
    • Knowledge of MS Office and statistical programs, AutoCAD, Water Gems, and other related construction design programs would be an added advantage.
    • Ability to work in a team environment.
    • Ability to travel to all districts of the project area.
    • Strong monitoring skills.
    • Communication skills and knowledge of local communities.
    • Familiarity with context of project area
    • Good report writing skills.
    • Ability to engage with different stakeholders and partners in the project site.
    • Interpersonal, management and conflict resolution skills.
