Job Description & Scope of Work:
The Logistics, Taxation & Government Liaison Officer is entirely responsible for managing all external administrative, financial, and regulatory operations of Razia Bahlol Wardak Hospital. This multi-faceted role ensures absolute alignment with Afghan national laws, including executing complex Ministry of Finance taxation tasks, resolving official hospital licensing and operational permits with the Ministry of Public Health (MoPH), and driving secure, cost-effective end-to-end commercial procurement. The ideal candidate functions as the face of the hospital across all governmental ministries, tax directorates, and external vendors.
Core Duties and Responsibilities:
· Taxation Management: File monthly, quarterly, and annual hospital tax returns, processing salary withholding taxes, rental taxes, and corporate income taxes directly with the Ministry of Finance (MoF) and Mustofiat.
· Government & Ministry Liaison: Act as the primary, professional liaison representing the hospital across the Ministry of Public Health (MoPH), Ministry of Finance, Economy, and local municipality offices to resolve administrative roadblocks.
· Permit & License Clearance: Secure, renew, and maintain all critical hospital operating licenses, medical equipment permits, clinical registrations, and official governmental clearance documentation.
· Hospital Procurement: Direct all external commercial purchasing operations for the hospital, including sourcing high-quality medical supplies, pharmaceuticals, machinery, and daily operational goods from verified vendors.
· Vendor & Contract Management: Draft, review, and finalize external supplier contracts, maintaining meticulous compliance, transparent bidding procedures, and cost-efficient negotiation structures.
· External Problem Solving: Process official clearances for imported medical equipment or donated goods through regulatory channels and customs checkpoints smoothly.
