Job Descriptions:

The Operations Officer is full-time position that is responsible for supporting the effective coordination and implementation of PARSA's operational services to ensure safe, efficient, and timely support for program delivery. Working under the supervision of the Head of Program Support, the position coordinates day-to-day operational activities, including office administration, facilities, fleet, transport, maintenance, and administrative support services. The role provides operational support and coordination rather than overall management responsibility. 

The Operations Officer plays an important role in ensuring that operational systems function efficiently while complying with applicable PARSA Policies and Procedures, Donor requirements, and applicable Afghan Laws. 

The position contributes to PARSA's mission by providing reliable operational support that enables high-quality programming and demonstrates PARSA's values of integrity, accountability, collaboration, and leadership development at all levels.

To perform this job successfully, an individual must be able to perform each job duty satisfactorily. Essential job duties include the following:

Operations Coordination

·       Coordinate the day-to-day implementation of operational support services to ensure the efficient functioning of PARSA offices.

·       Coordinate the work schedules of operational support staff, including drivers, cleaners, cooks, maintenance personnel, and grounds staff, under the direction of the Head of Program Support.

·       Facilitate coordination between departments to address routine operational and administrative requirements.

·       Support office logistics for meetings, trainings, workshops, and organizational events.

·       Coordinate room bookings, office space utilization, and event preparation. 

Facilities, Fleet and Asset Support

·       Coordinate routine maintenance of office buildings, equipment, generators, and facilities.

·       Monitor vehicle maintenance schedules and coordinate timely servicing and repairs.

·       Review driver logbooks, fuel consumption records, and vehicle documentation for completeness and accuracy.

·       Coordinate staff transportation schedules and official vehicle assignments.

·       Support the proper use and maintenance of office equipment and facilities.

·       Coordinate food service operations and other office support services.

Vendor and Contractor Coordination

·       Coordinate operational services provided by contractors, maintenance providers, and external vendors.

·       Monitor contractor performance and report operational issues to the Head of Program Support.

·       Coordinate with the Procurement team regarding operational purchasing requirements.

·       Ensure operational documentation and supporting records are submitted in accordance with PARSA procedures.

Administrative Support and Compliance

·       Maintain accurate operational records, including maintenance schedules, fuel consumption records, and service documentation.

·       Ensure operational activities comply with applicable PARSA Policies and Procedures, Donor regulations, occupational health and safety requirements, and applicable Afghan legislation.

·       Support emergency preparedness and business continuity activities.

·       Prepare weekly, monthly, and other operational reports as requested.

·       Support internal and external audits by maintaining complete operational documentation.

·       Perform other duties assigned by the Head of Program Support that are consistent with the responsibilities of the position.

Job Requirements:

·       Bachelor's degree in Business Administration, Logistics, Operations Management, or a related field.

·       Minimum five years of progressively responsible experience in operations, administration, logistics, or facilities management, preferably with an international NGO.

·       Experience coordinating office operations, fleet, facilities, and administrative support services.

·       Excellent written and spoken English.

·       Fluency in Dari and/or Pashto.

·       Problem solving skills

·       Good mathematical skills

·       Ability to manage schedules and to plan ahead
