Position Summary / Objective
The SCOPE / ICT Officer will manage technical operations, digital beneficiary registration, biometric data collection, and IT infrastructure for the emergency response project in Helmand and Nimroz. The incumbent will be responsible for administering the SCOPE database operations, configuring registration hardware (biometric scanners, tablets, printers), ensuring data integrity and synchronization, troubleshooting ICT issues at distribution points, and upholding strict data protection standards.
4. Key Responsibilities & Operational Duties
SCOPE Administration & Biometric Registration:
· Oversee all beneficiary registration, verification, biometric capturing, card printing, and data synchronization processes using WFP's SCOPE platform.
· Prepare, clean, validate, and upload household targeting lists into SCOPE, ensuring 100% compliance with verification guidelines and eliminating duplicates.
· Manage offline/online data syncing across field kits, resolving database errors, token issues, and biometric matching discrepancies.
ICT Field Infrastructure & Technical Support:
· Deploy, configure, and maintain hardware kits (biometric readers, SCOPE field equipment, tablets, power banks, network gear) at distribution sites in Helmand and Nimroz.
· Provide real-time technical support to distribution teams, registration staff, and help desk operators during field registration and distribution campaigns.
· Ensure reliable internet connectivity, satellite/cellular routers, data backup systems, and cyber-security protocols across field operations.
Data Security, Quality Control & Reporting:
· Implement strict data protection and confidentiality protocols in line with humanitarian principles and organizational data policies.
· Generate disaggregated beneficiary coverage reports, transaction reconciliation summaries, and SCOPE activity dashboards for the Project Manager and MEAL team.
· Maintain a detailed ICT asset inventory, tracking hardware allocation, maintenance logs, and field kit status.
