Purpose of the Position
The Badakhshan Provincial Technical Manager is responsible for the overall leadership, management, coordination, and supervision of all clinical, administrative, financial, and operational activities of the Badakhshan EPHS project to ensure the provision of high-quality, safe, effective, and continuous healthcare services in accordance with the policies, standards, protocols, and guidelines of the Ministry of Public Health (MoPH) and the EPHS program.
Key Responsibilities
1. Leadership and General Management
· Provide overall leadership and management of all hospital clinical, administrative, and operational functions in Badakhshan EPHS project.
· Chair the Hospital Leadership Team (HLT) meetings at least once per week.
· Ensure accurate documentation and follow-up of decisions and action points from leadership meetings.
· Promote effective coordination among all hospital departments and units in the EPHS Project.
· Represent the Badakhshan EPHS project in provincial and national coordination meetings, forums, and technical discussions.
· Foster a culture of accountability, professionalism, teamwork, and continuous improvement.
2. Clinical Services and Quality Assurance
· Ensure uninterrupted 24/7 availability of essential and emergency healthcare services.
· Supervise the implementation of national clinical protocols, guidelines, and standards.
· Monitor and improve the quality of healthcare services provided by the hospital.
· Ensure the availability and quality of emergency, maternity, surgical, internal medicine, pediatric, and other essential services.
· Lead quality improvement initiatives and monitor key performance indicators.
· Ensure patient safety standards are implemented and maintained throughout the hospital.
· Review and address patient complaints and clinical incidents in a timely manner.
3. Human Resources Management
· Supervise staff attendance, discipline, and performance.
· Approve duty rosters, shift schedules, and on-call arrangements.
· Conduct performance evaluations according to organizational policies.
· Identify staff training needs and support professional development.
· Address staff grievances and disciplinary issues in accordance with HR policies and procedures.
· Promote staff motivation, retention, and professional conduct.
4. Capacity Building and Training
· Develop and implement in-service training plans for clinical and non-clinical staff in the EPHS project.
· Ensure regular continuous HIVA education program and professional development activities.
· Support mentoring, coaching, and capacity-building initiatives within the hospital.
5. Financial and Procurement Management
· Ensure efficient, transparent, and accountable utilization of hospital resources and budgets.
· Participate in and oversee procurement and purchasing committee meetings.
· Ensure the availability of medicines, medical supplies, equipment, and consumables.
· Monitor expenditures and ensure compliance with approved budgets and financial procedures.
· Promote cost-effective use of resources and prevent wastage.
6. Health Information Management and Reporting
· Ensure accurate and timely collection of health service data.
· Supervise the preparation and submission of monthly, quarterly, semi-annual, and annual reports.
· Monitor data quality and utilization for decision-making and service improvement.
· Ensure compliance with HMIS requirements and reporting standards.
7. Infection Prevention and Control (IPC)
· Ensure implementation of infection prevention and control policies and procedures.
· Monitor hospital hygiene, sanitation, and environmental health standards.
· Ensure proper management and disposal of medical waste according to national guidelines.
· Promote adherence to occupational health and safety measures.
8. Equipment and Infrastructure Management
· Ensure proper maintenance and functionality of medical and non-medical equipment.
· Monitor the condition of hospital buildings, utilities, and infrastructure.
· Coordinate preventive maintenance and repair activities.
· Ensure uninterrupted functionality of critical systems, including oxygen plants, power supply, water systems, and medical equipment.
9. Emergency Preparedness and Response
· Lead the EPHS project and hospital preparedness and response during emergencies, disease outbreaks, disasters, and mass casualty incidents.
· Ensure emergency preparedness plans are developed, updated, and implemented.
· Coordinate with relevant authorities and partners during emergency situations.
