Job summary

The HSSE Officer implements the signed HSSE Plan and the waste management plan on site, and is accountable for compliance with the client’s minimum health and safety requirements and minimum social and environmental requirements. Given the MV/LV scope, live electrical work controls and work-at-height controls are central to the role.

Project scope relevant to this position

      Safety of medium voltage and low voltage cable connection works.

      Work at height for cable installation and roof-level works.

      Excavation, lifting operations, hot works and temporary electrical supplies.

      Waste segregation, storage, transport and disposal to the designated municipality site, including hazardous waste.

Duties and responsibilities

      Implement and periodically review the HSSE Plan, including the risk assessments and safe systems of work for MV/LV connections and for work at height.

      Operate the permit-to-work system, including lock-out / tag-out, approach boundaries and isolation certificates for all live electrical work.

      Deliver site induction to every new worker and run toolbox talks, and keep the attendance records.

      Carry out daily site inspections of PPE, scaffolds, ladders, excavations, lifting gear, and temporary power, and issue and close corrective actions.

      Report and investigate accidents, incidents, environmental incidents and high-potential near misses, and track corrective action to closure.

      Implement the waste management plan: segregation, temporary storage, transport and final disposal in line with the waste hierarchy.

      Prepare and maintain the hazardous waste risk assessment and the safe handling and disposal arrangements.

      Enforce compound access rules, submit the worker list with Tazkira numbers to the client 24 hours in advance, and ensure workers remain within the designated work area.

      Prepare the HSSE section of the weekly and monthly reports with leading and lagging indicators.

Reporting line

Reports to the Project Manager on site, with a functional line to the company head office.

Job Requirements:

      Bachelor’s degree in Environmental, Electrical or Civil Engineering with a safety engineering background.

 

      Minimum three (3) years of position-specific HSSE experience on building construction or electrical works.

 

      Demonstrated experience of live electrical work controls: permit to work, lock-out / tag-out, arc flash awareness and approach boundaries.

 

      Demonstrated experience of work-at-height controls for cable installation.

 

      NEBOSH, IOSH, OSHA or equivalent certification is an advantage; a valid first aid certificate is an advantage.

 

      Fluency in Dari and / or Pashto is required for induction and toolbox delivery to the workforce; working proficiency in English for reporting.

 

      Able to be based full time on site in Herat for the duration of the contract.
