Parniyan Training Centre and Rehabilitation Organization (PTCRO) is a non-governmental, non-political, and non-profit public welfare organization dedicated for the provision of relief humanitarian emergency assistance, development and reconstruction of Afghanistan.
PTCRO was founded in 2003 and formally registered with Afghanistan's Ministry of Economy on May 11, 2006. PTCRO has nearly two decades of experience in addressing both developmental and humanitarian needs across the country.

As a member of prominent coordination on humanitarian and development networks and associations, including UNDP, member of ACBAR, member of SHAPE TPP ACBAR, PTCRO has successfully implemented over 47 projects in various sectors such as managing construction projects, education, livelihoods, agriculture, child protection, , Watershed Management, health, WASH (Water, Sanitation, and Hygiene), emergency shelter, and non-food item projects. These initiatives have been executed across 24 provinces, demonstrating PTCRO’s extensive reach and impact.
PTCRO has collaborated with and received funding from esteemed partners, including USAID, UNICEF, UNDP, UN Women, WFP, UNOPS, UNFPA, IOM, NCA, Good Weave USA, and AWRC. Job Descriptions:
The Admin & Finance Officer is responsible for managing the day-to-day financial, administrative, and operational functions of the sub office. The position ensures compliance with organizational policies, donor regulations, national laws, and internal controls while supporting efficient office operations. The incumbent will maintain accurate financial records, assist in budget implementation, oversee administrative services, coordinate logistics and procurement support, maintain personnel records, and ensure smooth communication between the sub office and head office.
Key Responsibilities:
A. Financial Management
- Maintain accurate and up-to-date financial records for the sub office.
- Prepare payment vouchers and supporting documentation.
- Process staff salaries, advances, reimbursements, and vendor payments in accordance with organizational policies.
- Maintain daily cash book.
- Conduct daily cash counts and reconcile petty cash balances.
- Prepare monthly reconciliations.
- Ensure all financial transactions are properly coded and recorded in the accounting system.
- Maintain complete financial documentation for audit purposes.
- Assist in preparing monthly, quarterly, and annual financial reports.
- Monitor expenditures against approved project budgets.
- Support budget planning and forecasting for sub office operations.
- Ensure compliance with donor financial guidelines and internal financial procedures.
- Coordinate with Head Office Finance Department for timely submission of financial reports and documentation.
- Monitor cash flow requirements and request fund transfers when necessary.
- Assist external and internal auditors by providing required documentation.
B. Administration
- Manage daily administrative operations of the sub office.
- Ensure office facilities are maintained in good working condition.
- Supervise office maintenance, utilities, cleaning services, and security arrangements.
- Maintain office asset register and inventory records.
- Ensure proper filing and archiving of administrative and financial documents.
- Manage office supplies and stationery inventory.
- Coordinate maintenance of office equipment, furniture, and vehicles.
- Ensure all office licenses, registrations, and administrative documents remain valid.
- Support office events, meetings, workshops, and trainings.
C. Human Resources Support
- Maintain personnel files in accordance with organizational standards.
- Monitor staff attendance and leave records.
- Prepare monthly attendance sheets for payroll processing.
- Support recruitment including interviews, written tests, and onboarding.
- Assist in preparing employment contracts and HR documentation.
- Orient newly recruited staff regarding office procedures.
- Maintain confidentiality of employee information.
E. Asset and Inventory Management
- Maintain accurate inventory and asset registers.
- Label organizational assets and equipment.
- Conduct regular physical inventory counts.
- Prepare inventory reports.
- Coordinate annual asset verification.
- Report damaged or missing assets.
F. Compliance and Internal Controls
- Ensure compliance with organizational financial and administrative policies.
- Ensure procurement and financial documentation is complete before processing payments.
- Identify financial and administrative risks and report them to management.
- Maintain confidentiality of financial and personnel information.
- Support implementation of recommendations from internal and external audits.
G. Coordination and Communication
- Serve as the focal point between the sub office and Head Office on finance and administration matters.
- Coordinate with banks, government offices, vendors, and service providers.
- Support project teams with administrative and financial requirements.
- Prepare periodic administrative and financial reports.
- Attend coordination meetings and provide updates on office operations.
H. Other Duties
- Perform any other finance or administrative duties assigned by supervisors.
- Support emergency response activities when required.
- Promote organizational values, accountability, transparency, and ethical conduct.
Job Requirements:
Educational Requirements:
- Bachelor's Degree in Accounting, Finance, Business Administration, Public Administration, Economics, or a related field.
- Professional certifications (CPA, ACCA, CAT, or equivalent) are an added advantage.
Experience Requirements:
- Minimum 5 Years of relevant experience in finance and administration.
- Previous experience with NGOs, INGOs, UN agencies, or donor-funded projects is highly preferred.
- Experience managing sub-office administration and finance functions.
- Experience in accounting software (QuickBooks, ERP systems) is an advantage.
- Familiarity with donor compliance requirements (UNICEF, UNDP, USAID, EU, NCA etc.) is desirable.
Technical Competencies:
- Strong knowledge of accounting principles and financial management.
- Experience in budgeting, financial reporting, and cash management.
- Knowledge of procurement procedures and inventory management.
- Strong understanding of HR administrative processes.
- Excellent record-keeping and documentation skills.
- Advanced proficiency in Microsoft Office, particularly Excel.
- Experience using accounting software and financial reporting systems.
Computer Skills:
- Strong computer skills (MS Word, Excel, PowerPoint and Outlook).
- Knowledge of accounting software (QuickBooks and ERP systems) is an advantage.
Language Requirements
- Fluency in Pashto and Dari.
- Fluency in English is desirable.
Working Conditions
- Based in the organization's Sub Office with occasional travel to project sites and the Head Office.
- May require work under tight deadlines and in remote field locations.
- Compliance with organizational security, safety, and safeguarding policies is mandatory.

- Timely and accurate financial reports submitted to Head Office.
- Zero significant audit findings related to the sub office.
- Proper maintenance of cash books, bank reconciliations, and financial records.
- Timely processing of payments and payroll.
- Accurate asset and inventory management.
