Parniyan Training Centre and Rehabilitation Organization (PTCRO) is a non-governmental, non-political, and non-profit public welfare organization dedicated for the provision of relief humanitarian emergency assistance, development and reconstruction of Afghanistan.

PTCRO was founded in 2003 and formally registered with Afghanistan's Ministry of Economy on May 11, 2006. PTCRO has nearly two decades of experience in addressing both developmental and humanitarian needs across the country.

PTCRO is committed to responding to humanitarian crises, including drought mitigation and disaster prevention, with a strong emphasis on community development. The organization focuses on fostering economic resilience by creating employment opportunities and implementing income-generation initiatives tailored to empower youth, women, internally displaced persons (IDPs), returnees, host communities, and vulnerable rural populations.

By collaborating with grassroots organizations, local leaders, and international partners, PTCRO implements programs that are both culturally sensitive and impactful.

As a member of prominent coordination on humanitarian and development networks and associations, including UNDP, member of ACBAR, member of SHAPE TPP ACBAR, PTCRO has successfully implemented over 47 projects in various sectors such as managing construction projects, education, livelihoods, agriculture, child protection, , Watershed Management, health, WASH (Water, Sanitation, and Hygiene), emergency shelter, and non-food item projects. These initiatives have been executed across 24 provinces, demonstrating PTCRO’s extensive reach and impact.

PTCRO has collaborated with and received funding from esteemed partners, including USAID, UNICEF, UNDP, UN Women, WFP, UNOPS, UNFPA, IOM, NCA, Good Weave USA, and AWRC. Its track record of successfully delivering development and humanitarian projects, highlights its commitment to the people and the reconstruction of Afghanistan and its capacity to address the country’s urgent humanitarian needs effectively.

The Agriculture and Livelihood officer is responsible for providing technical leadership and support in the design, implementation, and monitoring of agriculture and livestock-related interventions. The role focuses on improving household food security, rural livelihoods, resilience, income generation, and sustainable agricultural practices and economic development of vulnerable communities.

The Agriculture and Livelihood Officer will provide technical guidance to field teams and beneficiaries on improved farming techniques, agriculture production, livestock management, climate-smart agriculture, value chain development market systems, vocational skills development, and livelihood recovery activities in accordance with organizational policies, donor requirements, and national agricultural strategies.

The Agriculture & Livelihood Officer works closely with government departments, community institutions, implementing partners, private sector actors, and project beneficiaries to ensure the effective delivery of high-quality, inclusive, and sustainable agriculture and livelihood interventions. The position contributes to project planning, technical assessments, capacity building, monitoring and evaluation, reporting, and knowledge management while ensuring compliance with safeguarding, accountability, gender equality, and environmental standards.

Key Responsibilities:

• Plan, coordinate, and implement agriculture and livelihood project activities in accordance with approved work plans, budgets, organizational policies, and donor requirements.
• Provide technical guidance on crop production, horticulture, irrigation, soil fertility management, integrated pest management, post-harvest handling, climate-smart agriculture, and sustainable farming practices to improve agricultural productivity and resilience.
• Support livestock development initiatives, including animal husbandry, animal health, breeding, feeding, fodder production, shelter improvement, and coordination of veterinary campaigns to enhance livestock productivity and household livelihoods.
• Design and implement sustainable livelihood interventions, including income-generating activities, entrepreneurship development, vocational skills training, agribusiness promotion, value chain development, and market linkage initiatives.
• Promote climate-resilient agriculture, sustainable natural resource management, and environmentally responsible farming practices in line with project objectives.
• Facilitate the establishment and strengthening of farmer groups, producer organizations, cooperatives, community-based organizations, and other livelihood structures to improve community participation and sustainability.
• Develop technical guidelines, standard operating procedures (SOPs), training materials, and extension packages, and deliver capacity-building activities for field staff, farmers, community groups, and project beneficiaries.
• Organize and supervise farmer field schools, demonstration plots, technical training sessions, awareness campaigns, and knowledge-sharing events to promote improved agricultural and livelihood practices.
• Conduct technical assessments, beneficiary targeting, field monitoring, and regular supervision to ensure quality implementation and achievement of agriculture and livelihood outcomes.
• Prepare technical specifications, bills of quantities, and scopes of work for agricultural inputs, tools, equipment, seeds, fertilizers, livestock supplies, and other project-related procurements, while ensuring compliance with organizational procurement policies and technical standards.
• Monitor the quality of agricultural inputs, infrastructure, and field activities to ensure compliance with approved technical specifications and sector best practices.
• Collect, verify, analyze, and report project data in close collaboration with the MEAL team, ensuring accurate documentation of outputs, outcomes, lessons learned, and project achievements.
• Prepare timely technical reports, work plans, progress updates, success stories, case studies, donor reports, and other project documentation as required.
• Ensure the integration of gender equality, disability inclusion, youth engagement, environmental sustainability, safeguarding, Protection from Sexual Exploitation and Abuse (PSEA), and accountability to affected populations (AAP) throughout all project activities.
• Support emergency agriculture and livelihood interventions, including agricultural input distributions, livestock assistance, cash-based programming, and livelihood recovery activities during humanitarian responses.
• Identify technical and operational risks, recommend corrective actions, and support adaptive management to improve project quality, efficiency, and impact.
• Contribute to project design, proposal development, baseline studies, feasibility assessments, technical evaluations, and the development of implementation strategies.
• Maintain accurate technical records, beneficiary databases, project files, and supporting documentation in accordance with organizational and donor requirements.
• Perform any other duties assigned by the supervisor that are consistent with the objectives and responsibilities of the position.

Educational Requirements:

• Bachelor’s or Master’s degree in Agriculture, Agricultural Economics, Horticulture, Agronomy, or a related discipline.
• Professional certifications in climate-smart agriculture, food security, value chain development, or project management are desirable. 
• Strong knowledge of climate-smart agriculture and livestock management practices

Experience Requirements:

• Minimum 5–7 years of professional experience in agriculture, livestock, rural development, and livelihood programs, preferably in humanitarian and development contexts.
• Demonstrated experience in planning, implementing, and monitoring donor-funded agriculture and livelihood projects, including crop production, livestock development, food security, and resilience-building interventions.
• Proven experience working with national or international NGOs, UN agencies, or government institutions, with a strong understanding of donor compliance and project management requirements.
• Experience in coordinating with government counterparts, community institutions, private sector actors, and development partners, and delivering technical training and capacity-building initiatives for farmers and community groups.

Technical Competencies:

• Strong knowledge of crop production, horticulture, irrigation, livestock production, and sustainable agriculture.
• Understanding of climate-smart agriculture, natural resource management, and environmental sustainability. 
• Knowledge of food security and livelihood programming frameworks.
• Familiarity with value chain analysis, market systems development, and agribusiness promotion.
• Knowledge of resilience-building approaches and disaster risk reduction in agriculture.
• Ability to design and deliver farmer training and capacity-building programs.
• Strong skills in agricultural assessments, monitoring, reporting, and data analysis.
• Understanding of donor regulations, project cycle management, and results-based management.
• Knowledge of safeguarding, PSEA, gender equality, disability inclusion, and accountability frameworks.

Computer Skills

• Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint, Outlook).
• Experience using mobile data collection tools such as KoboToolbox, ODK, or CommCare is an advantage.
• Familiarity with GIS, GPS, or agricultural data management tools is desirable.
• Ability to prepare technical reports, presentations, and data analyses.

Language Requirements

• Fluency in Pashto and/or Dari.
• Fluency in English (written and spoken).
• Strong report writing and communication skills.
