Job Descriptions:
Job Summary:
Under the direct supervision and overall direction of the WFP TPM Manager/VAME Focal Point, the Regional Coordinator will undertake the following duties and responsibilities:
Duties & Responsibilities:
Team management and supervision
- Act as the main focal point for third-party monitoring activities in the assigned region.
- Oversee day to day management of project activities, ensuring provincial coordinators and monitoring team receive necessary guidance and support in a timely manner.
- Represent TPM service provider in meetings with stakeholders and coordination forums.
- Support service provider’s team in developing of an objective staff performance appraisal system, oversee staff performance and provide support and guidance to address any performance deficiency.
- Supervise and manage project staff to ensures their adherence to performance standards.
- Conduct bi-annual or ad-hoc field oversight visits to all provincial offices to find out about the problems and challenges of field staff and offices and provide necessary support.
Planning
- Coordinate Monitoring Plan with WFP Area Office and disseminate the final plan to Provincial Coordinators.
- Oversight the assignment of Field Monitors to ensure; 1) technical projects i.e., RFS, Nutrition, etc are monitored by Field Monitors who have technical expertise or have sufficient experience in technical projects, 2) maintaining gender equality, equity, effectiveness and efficiency in the deployment of field monitors (regular and standby), 3) fair distribution of assignments to nearby and remote areas, easy and hard to reach locations and, 4) balancing the number of field visits and overnight stays and maintaining equitable rotation among team members.
- Oversee the implementation of WFP monitoring plan and ensure the effective, efficient and timely execution.
Coordination and Engagement
- Coordinate closely with stakeholders to facilitate safe and unlimited access for TPM team to fieldworks.
- Maintain regular communication with both external and internal stakeholders including WFP CO, WFP AO, cooperating partners, WFP donor TPM representatives, line departments, community influential elders and the TPM team itself.
Quality Assurance & Reporting
- Rigorous and timely review of TPM reports including process monitoring checklists, PDM forms, verification/spot-checks, etc for submission to WFP, ensuring that they meet WFP quality standards in terms of accuracy, completeness, reliability, consistency, and timeliness.
- Perform spot checks/surprise visits, validation visits and field verifications to ensure the quality of data collected by TPM field monitors and to verify the accuracy and reliability of data.
- Collect, compile and prepare monthly monitoring and other reports and ensure their timely submission to WFP.
Logistical, administrative and financial management
- Oversee overall administrative, financial, procurement, human resource and logistical aspects of the project to ensure all provincial offices are functional and have the necessary space, facilities to run smooth operation.
- Oversee transportation arrangements to field staff and ensure local transportation and office rented vehicles are utilized with utmost effective and efficient manner.
- Oversee staff recruitment process of the service provider to ensure experienced, qualified and competent candidates are selected for the designated roles.
- Review and verify monthly invoices of the TPM service provider and ensure timely, accurate, valid and evidence-based invoices are submitted to WFP.
- Oversee utilization of project resources ensuring resources are used rationally and in line with the recommended guidelines and SOPs
- Undertake any other activities related to WFP TPM interventions as and when requested.
Job Requirements:
Education:
- Bachelor’s degree in international/ Humanitarian Development, Economics, Business, law, Civil Engineering, Agriculture, social science, or any other relevant field.
Experience
Minimum five years of progressive experience in project management/ M&E, leading team and decision-making roles. Having experience in WFP projects will be an advantage.
Knowledge and skills:
- Demonstrate strong management, communication, coordination, teamwork and planning skills with proven ability to function effectively with multiple stakeholders.
- Knowledge of different project including monitoring, evaluation, survey, research and TPM.
- Demonstrate ability to develop monitoring plans and TPM protocols, tools and data quality assurance guidelines and forms.
- Practical experience in the use of data management applications including skills to manage and summarize large datasets. Ability to compile, collate analyze and present data.
- Good knowledge of the context, especially in terms of security, and culture and ability to travel across the intervention areas of the relevant field office.
- Experience in hiring and supervising personnel and ensuring they acquire the necessary training and skills to meet evolving project needs.
- Strong project management skills including experience managing complex and multifaceted projects
- Builds and maintains effective relationships, with his/her team, colleagues, members and external partners and supporters.
- Ability to speak fluently in both Afghanistan formal languages Pashto as well as Dari.
- Strong communication skills in written and spoken English
- Ability to consolidate data and prepare clear and concise narrative and analytic reports in English.
- Experience in usage of digital data collection platforms, i.e., MODA, KOBO, ONA etc.
