Position summary:
War Child Canada is seeking a qualified Area Finance and Operations Officer to support the effective financial, operational, administrative, procurement, logistics, and human resources functions of the field office. Reporting to the Area Coordinator, with technical oversight from the Country Office Finance, Operations, and HR teams, the Area Finance and Operations Officer is responsible for ensuring the efficient day-to-day management of field office operations in compliance with WCC policies, donor requirements, and applicable regulations. The position oversees financial transactions and reporting, procurement and asset management, fleet and office administration, logistics, and provides administrative support to human resources functions coordinated by the Country Office. The incumbent plays a key role in maintaining effective internal controls, ensuring operational efficiency and compliance, and providing timely operational support to programme teams to facilitate the successful implementation of WCC projects.
Responsibilities:
The Area Finance and Operations Officer will be responsible for the following specific duties and responsibilities:
Finance related responsibilities:
· Preparation of cash vouchers for advances and other expenses.
· Keep track and record all cash advances and ensure all advances are accounted for within the War Child Canada policies & procedures.
· Review expense reports (travel expense reports and operational expense reports) for accuracy and completeness and ensure that expense reports have been fully approved before payment.
· Record financial transactions in the accounting software (NetSuite) for the financial record on daily basis
· Prepare weekly and monthly cash counts.
· Updating Monthly Cash requests & forecasts for area office.
· Maintaining Area Bank Account, including reconciliations & withdrawal of cheques.
· Ensure accurate and complete booking of accruals, provisions, prepayments and other entries for periodic and annual accounts closing as required
· Checking the project expenses, their accuracy, project coding, exchange rate calculation, voucher supporting documents, and payment approval, etc.
· Provide assistance to the Grants and compliance team for any audits as required by management.
Operations and procurement related responsibilities:
· Conduct local procurement activities and ensure all procurement processes comply with War Child Canada (WCC) Procurement Policies and Procedures, as well as donor compliance requirements, within the field office.
· Receive, store, issue, and transfer inventory items in accordance with the WCC Procurement Policy and Procurement Manual.
· Update the field office inventory on a monthly basis and maintain both expendable and non-expendable assets in an organized, secure, and clean manner, with accurate and up-to-date inventory records.
· Liaise and negotiate with local suppliers/vendors to obtain competitive pricing and ensure timely procurement of goods and services.
· Prepare monthly procurement reports and coordinate fleet management and transportation arrangements within the field office.
· Conduct quarterly market surveys for frequently purchased goods and supplies, maintain an updated preferred vendor list, and share relevant market information with the Purchase Committee.
· Conduct a physical verification of all assets every six months, ensuring inventory codes match the asset register, reconcile procurement records with inventory records, and ensure Goods Received Notes (GRNs) and supporting documents are properly submitted to Finance.
· Maintain accurate and organized records of vendors, quotations, purchase orders, bid documents, contract agreements, and other procurement documentation as well as track all the data in the system for internal record.
· Ensure that Purchase Requisitions (PRs), Purchase Orders (POs), and Goods Received Notes (GRNs) are submitted to the Inventory Officer for recording and that payment documents are forwarded to Finance with the required approvals.
· Reconcile Store Transfer Authorizations (STAs) between the Kabul office and field offices on a quarterly basis.
Human Resources Support Responsibilities
· Serve as the field office focal point for day-to-day HR administrative matters and coordinate closely with the Country Office HR team.
· Support recruitment processes by coordinating interview schedules, candidate logistics, reference checks, and onboarding arrangements at the field level.
· Maintain staff attendance records, leave records, and timesheets, and submit them to the Country Office HR team in a timely manner.
· Compile and submit monthly payroll inputs, including attendance, leave, overtime, and other approved adjustments, to the Country Office HR team.
· Maintain personnel files and HR-related documentation at the field office in accordance with organizational policies and confidentiality requirements.
· Coordinate staff travel, accommodation, and logistical arrangements for official missions, training, workshops, and meetings.
· Support the implementation of staff learning and development activities by coordinating training logistics and maintaining training records.
· Assist the Country Office HR team in collecting and maintaining HR information and documentation required for audits, donor compliance, and reporting.
Other Operations & Administration Responsibilities
· Oversee the day-to-day administration and smooth functioning of the field office, ensuring an efficient and safe working environment.
· Manage office facilities, including office maintenance, utilities, communications, internet services, cleaning, and security arrangements.
· Coordinate travel arrangements, accommodation, and logistical support for staff, consultants, and visitors.
· Monitor service contracts (e.g., office rental, security, internet, cleaning, fuel, and maintenance) and ensure timely renewal and payment.
· Maintain and update administrative records, filing systems, and operational documentation in accordance with organizational policies.
· Coordinate routine vehicle maintenance, servicing schedules, fuel consumption monitoring, and vehicle documentation to ensure fleet readiness.
· Ensure all office assets, equipment, and facilities are used appropriately and maintained in good working condition.
· Support recruitment logistics, onboarding, staff orientation, and other HR-related administrative processes at the field office.
· Ensure compliance with occupational health, safety, and security procedures within the office, and report operational or safety risks to management.
· Coordinate with Country Office Operations, Finance, HR, IT, and Supply Chain teams to ensure timely operational support for programme implementation.
· Support the organization of meetings, workshops, training events, and official visits, including venue arrangements, logistics, procurement, and participant coordination.

Qualification:
Education
· Bachelor's degree in Finance, Accounting, Business Administration, Public Administration, Commerce, Supply Chain Management, or another relevant field.
· A professional certification in accounting or procurement (e.g., ACCA, CPA, CIPS, or equivalent) is an asset.
Experience
· Minimum of 3–5 years of progressively responsible experience in finance, operations, administration, procurement, or logistics, preferably with an international or national NGO or humanitarian organization.
· Demonstrated experience in financial management, budgeting, accounting, procurement, asset management, and office administration.
· Experience supporting donor-funded projects and ensuring compliance with donor regulations and organizational policies.
· Experience using computerized accounting systems (e.g., NetSuite, QuickBooks, SAP, or similar ERP systems).
· Experience providing administrative HR support, including payroll inputs, personnel documentation, and recruitment logistics, is desirable.
· Experience working in complex, insecure, or humanitarian contexts is an advantage.
Technical Skills
· Strong knowledge of accounting principles, financial controls, and financial reporting.
· Good understanding of procurement, logistics, inventory, fleet, and asset management procedures.
· Familiarity with donor compliance requirements and NGO operational standards.
· Proficiency in Microsoft Office applications, particularly Excel, Word, Outlook, and financial management systems.
- Strong organizational skills with the ability to manage multiple priorities and meet deadlines.
