About ACBAR:

The Agency Coordinating Body for Afghan Relief and Development, ACBAR, is an independent forum founded in 1988 in response to the demand from NGOs working with Afghan refugees in Pakistan and across the border in Afghanistan to more efficiently coordinate assistance and delivery of services. With its main office in Kabul since 2002, ACBAR brings together 230 National and International NGOs working in in all sectors of humanitarian assistance and development in Afghanistan. Its activities focus heavily on information to its members and the aid community in general, coordination of activities at the national and regional levels, and advocacy on issues affecting the work of its members in Afghanistan. ACBAR has a mission to provide an efficient platform for members to carry out effective humanitarian, development, and peace building activities in Afghanistan. The members are the drive behind ACBAR, and their active participation is essential to ACBAR’s continued dynamism. 

Job Descriptions:

RESPONSIBILITY SUMMARY

The Transport and Security Officer is responsible for coordinating ACBAR’s transport services, supporting organizational safety and security, and ensuring safe and efficient staff movements across all ACBAR offices. The position oversees vehicle administration, travel coordination, driver support, security monitoring, and implementation of organizational safety procedures. The Officer works closely with regional offices to ensure consistent transport and security standards throughout the organization.

Regular hours of work are 8 hours Sunday through Thursday or as scheduled during travel and as noted in the Employee Handbook.

ESSENTIAL TASKS

1. Transport Coordination

·       Coordinate transport requirements for the Kabul office and provide oversight and support to transport arrangements in regional offices.

·       Maintain an updated overview of ACBAR’s vehicle fleet across all locations.

·       Monitor vehicle utilization and recommend efficient allocation of resources.

·       Ensure all vehicles are properly registered, insured, licensed, and comply with organizational requirements.

·       Coordinate vehicle servicing, repairs, and preventative maintenance with regional offices.

·       Monitor fuel consumption and vehicle operating costs.

·       Conduct periodic inspections of vehicles during regional visits.

2. Driver Coordination

·       Coordinate and support drivers across ACBAR offices.

·       Maintain driver records, licenses, and performance documentation.

·       Organize periodic safety and defensive driving briefings.

·       Promote compliance with ACBAR transport procedures.

3. Staff Travel and Movement

·       Coordinate official travel arrangements for staff and visitors.

·       Assist with planning field missions and vehicle allocation.

·       Support travel tracking where required.

·       Coordinate airport transportation and official visitor movements.

·       Ticket booking

4. Security Management

·       Monitor the security environment affecting ACBAR operations.

·       Share regular security updates and travel advisories with management and regional offices.

·       Support implementation of ACBAR’s Safety and Security Plan.

·       Coordinate security briefings for newly recruited staff and visitors.

·       Maintain emergency contact lists and security information.

5. Incident Reporting

·       Maintain records of transport and security incidents.

·       Prepare timely incident reports.

·       Coordinate follow-up actions and lessons learned.

·       Report serious incidents immediately to senior management.

6. Emergency Preparedness

·       Support implementation of emergency preparedness measures.

·       Assist in maintaining evacuation procedures and contingency plans.

·       Participate in emergency drills and business continuity planning.

7. Regional Office Support

·       Provide technical guidance to regional offices on transport and security matters.

·       Conduct periodic visits to regional offices to review transport and security arrangements.

·       Support regional staff in resolving operational transport and security issues.

·       Promote consistent implementation of ACBAR transport and security procedures across all offices.

8. Coordination and Liaison

·       Maintain effective working relationships with relevant authorities, UN agencies, NGO security networks, service providers, and other external stakeholders.

·       Represent ACBAR at transport or security coordination meetings when requested.

·       Coordinate with Administration, HR, Finance, and Programme departments on travel and operational requirements.

9. Administrative Responsibilities

·       Maintain transport records and vehicle documentation.

·       Prepare monthly transport and security reports.

·       Monitor transport-related expenditures.

·       Support procurement of vehicle-related equipment and services.

Job Requirements:

Familiarity with UNHAS and PACTEC ticket booking systems and procedures.

EDUCATION, TRAINING and/or EXPERIENCE 

·       Bachelor’s degree in Business Administration, Logistics, Security Management, or a related field.

·       Minimum 4 years of relevant experience in transport, logistics, administration, or security within an NGO, UN agency, or similar organization.

·       Good knowledge of the Afghanistan operational context and inter-provincial travel requirements.

·       Strong organizational and communication skills.

·       Proficiency in Microsoft Office applications.

·       Fluency in English, Dari and Pashto.

LANGUAGE SKILLS, MATHEMATICAL SKILLS AND REASONING ABILITY

·       Ability to communicate relevant professional issues in a clear, effective manner

·       Adequate written and oral communication skills in Dari and Pashto, English preferable
