Job Descriptions:

ADF is seeking a qualified Female Monitoring & Evaluation (M&E) Officer to support the planning, implementation, and management of monitoring, evaluation, accountability, and learning (MEAL) activities under a UN Women-funded project. The position will ensure effective tracking of project performance, accurate data collection, reporting, and documentation of results, lessons learned, and best practices.

The M&E Officer will play a key role in ensuring data-driven decision-making, accountability to beneficiaries, and compliance with donor reporting requirements.

Key Responsibilities

  • Develop and implement project monitoring and evaluation plans, tools, and systems.
  • Conduct regular field monitoring visits to track project progress and verify activities.
  • Collect, compile, and analyze quantitative and qualitative project data.
  • Ensure accurate documentation of project indicators, outputs, and outcomes.
  • Support baseline, midline, and endline assessments as required.
  • Prepare timely M&E reports, progress updates, and performance dashboards.
  • Maintain and manage project databases and information management systems.
  • Ensure accountability mechanisms, including beneficiary feedback systems, are functional and effective.
  • Coordinate with project teams to ensure data quality, accuracy, and consistency.
  • Document lessons learned, success stories, and case studies.
  • Support internal and external evaluations and audits.
Job Requirements:

Key Requirements

Education

  • Bachelor’s degree in  Social Sciences, Development Studies, Economics, or related field.
  • Master’s degree is an advantage.

Experience

  • Minimum 10 years of experience in monitoring and evaluation, research, or data management in development or humanitarian projects.
  • Experience working with NGOs, UN agencies, or donor-funded programs is preferred.
  • Experience in data collection, analysis, reporting, and field monitoring.
  • Familiarity with results-based management (RBM) and logical frameworks.

Skills and Competencies

  • Strong analytical and reporting skills.
  • Proficiency in data collection tools and Microsoft Office (Excel, Word, PowerPoint).
  • Knowledge of M&E frameworks, indicators, and performance tracking systems.
  • Strong attention to detail and data accuracy.
  • Good communication and coordination skills.
  • Ability to work independently and in field environments.
  • Understanding of gender-sensitive M&E approaches is an asset.

Language Requirements

  • Fluency in Dari and/or Pashto.
  • Basic English reading and reporting skills required.
