Job Descriptions:

ADF is seeking a qualified Female Monitoring & Evaluation (M&E) Officer to support the planning, implementation, and management of monitoring, evaluation, accountability, and learning (MEAL) activities under a UN Women-funded project. The position will ensure effective tracking of project performance, accurate data collection, reporting, and documentation of results, lessons learned, and best practices.

The M&E Officer will play a key role in ensuring data-driven decision-making, accountability to beneficiaries, and compliance with donor reporting requirements.

Key Responsibilities

Develop and implement project monitoring and evaluation plans, tools, and systems.
Conduct regular field monitoring visits to track project progress and verify activities.
Collect, compile, and analyze quantitative and qualitative project data.
Ensure accurate documentation of project indicators, outputs, and outcomes.
Support baseline, midline, and endline assessments as required.
Prepare timely M&E reports, progress updates, and performance dashboards.
Maintain and manage project databases and information management systems.
Ensure accountability mechanisms, including beneficiary feedback systems, are functional and effective.
Coordinate with project teams to ensure data quality, accuracy, and consistency.
Document lessons learned, success stories, and case studies.
Support internal and external evaluations and audits.

Job Requirements:

Key Requirements

Education

Bachelor’s degree in Social Sciences, Development Studies, Economics, or related field.
Master’s degree is an advantage.

Experience

Minimum 10 years of experience in monitoring and evaluation, research, or data management in development or humanitarian projects.
Experience working with NGOs, UN agencies, or donor-funded programs is preferred.
Experience in data collection, analysis, reporting, and field monitoring.
Familiarity with results-based management (RBM) and logical frameworks.

Skills and Competencies

Strong analytical and reporting skills.
Proficiency in data collection tools and Microsoft Office (Excel, Word, PowerPoint).
Knowledge of M&E frameworks, indicators, and performance tracking systems.
Strong attention to detail and data accuracy.
Good communication and coordination skills.
Ability to work independently and in field environments.
Understanding of gender-sensitive M&E approaches is an asset.

Language Requirements

Fluency in Dari and/or Pashto.
Basic English reading and reporting skills required.
