Asia Community Development Organization (ACDO) is an Afghan non-governmental, non-political, and non-profit humanitarian organization established in 2014 and registered with the Government of Afghanistan under the supervision of Ministry of Economy (MoEc) with a mission to provide humanitarian and development assistance to the vulnerable, at-risk, and underserved people throughout the country.

Job Descriptions:
  • Led and supervised the field team in delivering TLS interventions at the district and provincial levels.
  • Undertake dynamic role in the quality implementation of education activities including TLS, School Improvement Plan (SIP), and Education First Phase Response (EFPR) in district and provincial levels.
  • Conduct community mobilization and sensitization sessions to increase community participation in project activities at the district and provincial levels.
  • Regular visiting and monitoring of TLS classes and reporting to PC and trucking DCMs and shareing weekly tracker with Provincial Coordinator.
  • Take an active role in community mobilizations/community sensitizations to increase community participation in project implementation through engaging them in activities and interventions in the district and provincial levels.
  • Engage community members, School management Shuras, local authorities, and student parents in the education projects to ensure sustainability and ownership at the district and provincial levels.
  • Collection of data regarding the students, teachers and SMS members and ensure all required teaching and learning materials (TLMs) are provided and available in TLS and/or relevant public schools at district and provincial levels and monitor the distribution and usage of TLMs to ensure effective learning outcomes.
  • Facilitate the handover process of TLS to hub schools and ensure that all required documents are provided according to the TLS policy at the district and provincial level.
  • Collaborate, set and review monthly targets and weekly work plans for community mobilizers to ensure that the detailed implementation plan is delivered and achieved on time within the assigned scope and budget.
  • Design and participate in field-based needs assessments and gap analysis including risk and vulnerability and students mapping assessment.
  • Establish and strengthen meaningful working relationships with project stakeholders such as donors, UN agencies, Education Cluster, and government departments in the district including DED and schools, peer organizations working for affected populations, and community members.
  • Ensure that the program is appropriately staffed with diverse experienced backgrounds and ensure that work plans, objectives, development goals and clear lines of communication and reporting are updated.
  • Facilitate opportunities for DCMs for close coordination with DED and other stakeholders in the district level.
  • Support the Executive Team in the provision of field assessment reports and developing the project concept notes, proposals and strategic and programmatic documents.
  • Provide strong leadership, vision and direction to provincial/district level project staff to ensure the delivery of program targets.
  • Ensure effective monitoring and performance management are in place for achieving prior agreed program activity targets.
  • Lead the preparation, review and regular revision of the detailed implementation plan, taking into account agreed milestones, log-frame and budget.
  • Capacity building of district level staff on technical implementation of education in emergencies (EiE) or other Education program related components.
  • Provide support to Education Department on recruitments, contracts, payments of teachers, and other community-based education staff.
  • Ensure the effective and donor-compliant management of the project budget through close collaboration with finance, supply chain and relevant departments.
  • Ensure that key project documentation is archived at provincial and field level, and field staff is aware of what needs to be kept and recorded.
  • Ensure the internal controls in the fields of finance, supply chain, community-based staff recruitment, selection of children is satisfactory and that fraud, corruption, nepotism and diversion is minimized
  • Any other related task as assigned by Education Officer, Project Manager.
Job Requirements:

Qualifications:

  • Minimum Bachelor’s degree in Education or Management.
  • With 5 Year relevant experience.
  • Experience in the relevant or similar position in humanitarian projects is required.

Skills:

  • Ability to cope well under pressure, work irregular hours and meet tight deadlines
  • Sound organizational skills and ability to prioritize and deliver assignments in a timely manner often under severe time pressures
  • Strong leadership, people management, report writing and communication skills
  • Deadline-oriented, critical thinking and problem solving skills
  • Experience in capacity building and training of staff
  • Well- report writing skills
  • Experience in needs assessment, project monitoring and evaluation, and program development
  • Good knowledge and experience in Afghanistan education system/context, education in emergencies (EiE), and child protection (CP).
  • Experience in coordination with government authorities, communities, donors and beneficiaries

Language skills:

  • Fluent oral and written skills in English, Pashto and Dari
