The Financing General Manager at Bank-e-Millie Afghan (BMA) plays a pivotal role in overseeing and driving the Bank’s financing operations. The position is responsible for leading both the Microfinance and Business Financing Departments, which operate as independent units within the Credit Department.
The core responsibilities include providing Shariah-compliant financing solutions to government entities, individuals, and small and medium-sized enterprises (SMEs). The Business Financing Department is responsible for assessing business requirements, structuring financing facilities, and managing trade finance products, including Bank Guarantees and Letters of Credit (LCs).
A key objective of the department is to establish and strengthen business relationships across Afghanistan by leveraging the Bank’s branch network. Through these efforts, the department aims to expand financing activities, support economic growth, and generate new business opportunities while ensuring compliance with Islamic banking principles.
Duties and Responsibilities
- Provide overall leadership, supervision, and management of the Islamic Financing Department to ensure the achievement of strategic and operational objectives.
- Enhance staff capacity, maintain administrative discipline, and address operational and personnel matters in accordance with Bank policies and HR procedures.
- Develop, implement, and monitor departmental work plans and ensure the effective execution of approved activities.
- Oversee the preparation and timely submission of operational and performance reports to senior management and the Credit Committee.
- Conduct customer and collateral site visits, assess financing proposals, and submit recommendations for management review and approval.
- Evaluate financial statements, business plans, collateral valuations, and financing applications, and coordinate reviews with Risk Management, Compliance, and the Credit Committee.
- Serve as Secretary of the Credit Committee, including organizing meetings, preparing agendas, recording minutes, and ensuring implementation of committee decisions.
- Manage official correspondence related to collateral registration, legal documentation, and communications with government authorities and relevant stakeholders.
- Participate in Credit Committee meetings, business development initiatives, marketing activities, exhibitions, and official visits to support the Bank’s financing objectives.
- Oversee the structuring, approval, and administration of Islamic financing facilities, bank guarantees, and other credit products in compliance with Bank policies and Shariah principles.
- Supervise financing operations at Head Office and provincial levels, ensuring compliance with Shariah requirements, regulatory standards, and prudent risk management practices.
