Job Descriptions:

The RFC Engineer will be responsible for supervising and monitoring all Rock-Filled Concrete (RFC) construction activities associated with the dam project. The incumbent will ensure that RFC, HSCC, SCC, CVC, and related construction works are executed in accordance with approved designs, MWE technical specifications, quality standards, and project requirements. The RFC Engineer will coordinate closely with construction, laboratory, survey, mechanical, and quality control teams to ensure proper material selection, testing, placement, curing and quality assurance throughout the construction process.

The position requires strong technical knowledge of dam construction, rock fill materials, concrete technologies, and laboratory testing procedures. The RFC Engineer will assist in reviewing construction methodologies, monitoring site activities, verifying quality control measures, interpreting laboratory and field test results, and resolving technical issues encountered during construction. The incumbent will also support progress monitoring, reporting, contractor supervision, and compliance with health, safety, environmental, and quality management requirements to ensure the successful delivery of the dam project.

Job Requirements:
  • Supervise and monitor all Rock-Filled Concrete (RFC) construction activities to ensure compliance     with approved drawings, MWE technical specifications, and project requirements.
  • Strong knowledge of ACI, ASTM and Feng jin standards
  • Review HSCC mix designs, material sources, construction methodologies, and quality control procedures.
  • Inspect and verify foundation preparation, excavation, treatment, and readiness prior to RFC placement.
  • Monitor RFC production, control concrete plant, placement and curing activities to ensure quality and efficiency.
  • Assist the Laboratory Engineer in planning, conducting, monitoring, and reviewing quality control and quality assurance tests related to HSCC, SCC, CVC, Rock-Filled Concrete (RFC), aggregates, and rock materials; verify test procedures and results; ensure compliance with project specifications and applicable standards; and support the interpretation of laboratory and field test data to maintain the required quality of construction works.
  • Coordinate with lab technicians, structural, survey, and construction teams to ensure proper execution of RFC works.
  • Ensure compliance with approved quality assurance and quality control (QA/QC) plans, including field and laboratory testing requirements.
  • Review test results and inspection reports and recommend corrective actions when necessary.
  • Identify technical issues during construction and provide practical engineering solutions.
  • Monitor construction progress and ensure activities are completed according to approved work plans and schedules.
  • Verify work quantities and assist in the preparation and review of progress reports and payment certificates.
  • Ensure compliance with health, safety, environmental, and social safeguard requirements during construction activities.
  • Participate in site inspections, technical meetings, and coordination meetings with contractors, MEW engineers and other project stakeholders.
  • Prepare daily, weekly, and monthly technical and progress reports related to RFC works.
  • Maintain accurate records of construction activities, inspections, tests, and project documentation.
  • Support contract administration activities and assist in the review of technical submissions, variation orders, and claims.
  • Provide technical support to site engineers, inspectors, and construction personnel to ensure successful project implementation.
  • Perform any other duties as assigned by the project manager
