Job Descriptions:
  • Lead overall financial management, strategic financial planning, budgeting, accounting, treasury management, donor compliance, financial reporting, and internal control systems across VDO operations and projects.
  • Develop and oversee implementation of finance policies, procedures, controls, and risk mitigation measures aligned with donor regulations, Afghan laws, and international accounting standards.
  • Supervise finance teams at HQ and field levels including finance coordinators, accountants, officers, cashiers, and support staff.
  • Oversee preparation and review of annual budgets, donor budgets, cash forecasts, payroll systems, bank reconciliations, financial statements, and management reports.
  • Ensure timely processing of payments, vendor settlements, advances, donor liquidations, and project expenditures.
  • Monitor budget utilization, cost allocation, exchange rate management, and financial performance across projects.
  • Lead donor financial reporting, audit preparation, spot checks, compliance reviews, and corrective action tracking.
  • Coordinate with procurement, HR, operations, MEAL, and program teams to ensure compliant financial management systems. Ensure segregation of duties, anti-fraud controls, safeguarding compliance, and transparent financial practices.
  • Support strategic decision-making through financial analysis, forecasting, and organizational sustainability planning.
Job Requirements:
  • Bachelor’s or Master’s degree in Finance, Accounting, Business Administration, or related field.
  • CPA, ACCA, or equivalent qualification preferred.
  • Minimum 7–10 years of progressive finance management experience within NGOs or donor-funded programs.
  • Strong knowledge of donor regulations, budgeting, internal controls, audit management, and Afghan financial regulations.
  • Strong analytical, leadership, and financial reporting skills.
  • Proficiency in accounting software and advanced Excel.
  • English excellent, Dari and Pashtu fluent.
