Khawar Kara Construction Company is a nongovernmental development organization originated
in Afghanistan and working in allover of Afghanistan and other countries. KKCC specialized
programs are in construction and reconstruction of buildings, Bridges, dams, roads, highways as
well as capacity development in the country.
KKCC has been working closely with national and international donors agencies for the
reconstruction of the war torn Afghanistan. A group of engineers & leaders felt the need to
establish a construction company that could help the international and national donor’s agencies
in the reconstruction of the devastated Afghanistan to spend money fair and transparently. Most
of the local Afghan companies have field to satisfy the international and national donor’s
agencies due to lack of certified technical staff, Quality management, and resources as well. To
satisfy donor’s agencies and give quality construction in time, so KKCC came into being with
the help of certified, experienced professional engineers awarded by international donor
agencies.

Job Descriptions:

Khawar Kara Construction, Road Building and Construction Materials Producing Company is seeking a highly qualified and experienced Project Manager to lead and oversee a large-scale road construction project. The successful candidate will be responsible for the overall planning, execution, monitoring, and successful completion of the project while ensuring compliance with contractual requirements, quality standards, budget limitations, and project timelines.

Job Requirements:

Educational Qualifications

  • Bachelor's Degree in Civil Engineering from a recognized university (mandatory).
  • Master's Degree in Civil Engineering, Transportation Engineering, Construction Management, Highway Engineering, or Project Management is strongly preferred.
  • Professional certifications such as PMP, FIDIC Contract Management, Construction Management, or equivalent international certifications will be considered a significant advantage.

Professional Experience

  • Minimum 10 years of professional experience in civil engineering, road construction, and infrastructure development.
  • Minimum 6 years of experience as Project Manager, Senior Project Manager, Resident Engineer, or in another senior leadership role on major road projects.
  • Proven experience in the successful completion of multiple asphalt road, highway, and transportation infrastructure projects.
  • Demonstrated experience managing all project phases, including mobilization, planning, execution, monitoring, quality control, contract administration, and project closeout.
  • Previous experience on projects implemented under the Ministry of Public Works (MOPW) of Afghanistan is highly preferred.
  • Previous experience on municipal road and infrastructure projects in Afghanistan is highly desirable.
  • Experience working with international consultants, supervision engineers, government authorities, and donor-funded projects will be an advantage.

Technical Expertise

  • Expert knowledge of road construction methodologies, pavement engineering, highway construction, road rehabilitation, and transportation infrastructure.
  • Extensive experience in earthworks, embankments, subgrade preparation, granular layers, asphalt paving, drainage systems, culverts, retaining structures, and road safety features.
  • Strong understanding of material specifications, laboratory testing procedures, and quality assurance/quality control systems.
  • Ability to review and approve engineering designs, shop drawings, method statements, and technical submittals.
  • Strong understanding of construction equipment planning, fleet management, productivity analysis, and resource optimization.
  • Experience supervising asphalt plants, crushing plants, concrete production facilities, and material testing laboratories.

Project Management and Contract Administration

  • Advanced knowledge of project planning, scheduling, monitoring, and reporting.
  • Extensive experience using Primavera P6 / p7 and Microsoft Project.
  • Strong expertise in contract administration, variation orders, claims management, dispute resolution, and project correspondence.
  • Thorough understanding of FIDIC Conditions of Contract and standard construction contract procedures.
  • Proven ability to manage project risks and develop effective mitigation strategies.
  • Ability to lead multidisciplinary teams consisting of engineers, surveyors, quantity surveyors, quality control personnel, HSE officers, and subcontractors.

Financial and Commercial Management

  • Proven experience in project budgeting, cost control, forecasting, procurement planning, and financial management.
  • Ability to monitor project performance against budgets and schedules and implement corrective measures when required.
  • Experience in reviewing payment certificates, subcontractor claims, and financial progress reports.
  • Strong commercial awareness and ability to protect the company's contractual and financial interests.

Leadership and Stakeholder Management

  • Exceptional leadership and team management skills.
  • Ability to lead large project teams and maintain high performance standards.
  • Strong communication and negotiation skills.
  • Proven ability to coordinate effectively with government agencies, consultants, clients, local authorities, and community representatives.
  • Ability to represent the company professionally during meetings, inspections, audits, and project reviews.

Software Requirements

  • Advanced proficiency in Primavera P6 / P7.
  • Advanced proficiency in Microsoft Project.
  • Proficiency in AutoCAD.
  • Excellent command of Microsoft Excel, Word, PowerPoint, and reporting tools.

Language Requirements

  • Fluency in Dari and/or Pashto is required.

Preferred Candidate Profile

Preference will be given to candidates who have successfully managed major road construction projects under the Ministry of Public Works of Afghanistan, municipalities, or other government infrastructure agencies and who can demonstrate a strong record of delivering projects on time, within budget, and in compliance with the highest technical and quality standards.
