Job overview:

The PfV Team Leader will be based in the Western Region, Badghis Province. The Team Leader will directly supervise PfV Officers and Assistants, ensure quality implementation across all PfV pillars, and act as the primary focal point for day-to-day field-level coordination, oversight, technical guidance, and problem-solving.

Generic responsibilities

  • Adhere to NRC policies, tools, handbooks, and guidelines.
  • Lead and supervise the delivery of PfV project activities at field level, ensuring quality, accountability, accessibility, and compliance with SOPs and standards.
  • Provide day-to-day guidance, coaching, and support to PfV Officers, Assistants, and Community-Based Workers.
  • Ensure team members understand and apply the Protection Principles, Do No Harm, Protection Mainstreaming, and NRC’s Diversity, Equity, and Inclusion commitments.
  • Prepare and submit regular progress, activity, and field monitoring reports to the PfV Coordinator.
  • Maintain strong document management practices, ensuring safe filing, data protection, and confidentiality.
  • Ensure that PfV services and community activities are accessible to all groups, including people with specific needs.
  • Support information gathering on humanitarian trends, needs, gaps, and protection concerns in the target areas.
  • Conduct regular field visits to monitor service quality and provide in-field coaching to staff.
  • Facilitate collaboration with NRC Core Competencies, MEAL teams, and relevant stakeholders.

 

Specific responsibilities:

Protection Case Management (Leadership & Quality Assurance)

  • Supervise and guide caseworkers/Officers on the identification, assessment, planning, and follow-up of adults at high risk of harm.
  • Ensure adherence to national CM SOPs and NRC internal guidelines.
  • Conduct regular case conferencing with the PfV Coordinator and ensure high-risk cases receive immediate attention.
  • Review case plans, monitor follow-ups, and ensure cases are closed within required timeframes.
  • Coordinate with external agencies to ensure effective referrals and multi-sectoral support.
  • Support quality data entry, case documentation, and secure filing practices.
  • Oversee cash distribution processes and ensure they align with beneficiary preferences and SOPs.

 

Communication With Communities (CwC)

  • Ensure effective two-way communication in PfV Community Resource Center (CRC).
  • Oversee dissemination of information on rights, services, and available assistance using safe and accessible methods.
  • Support Officers to collect feedback, concerns, and suggestions from affected communities.
  • Promote NRC’s mandate and services through regular settlement visits.
  • Ensure community committees receive required training to support information-sharing and feedback systems

 

Community Engagement & Site Management Support

  • Lead establishment, capacity-building, and follow-up with community/site committees and focal points.
  • Facilitate community mobilization, consultations, and participatory decision-making processes - ensuring inclusion of women, children, elderly persons, and people with specific needs.
  • Support community-led initiatives and small-scale projects where relevant.
  • Ensure accountability mechanisms (CFM) are accessible and appropriately used.
  • Monitor site actors and committees to ensure they follow agreed Codes of Conduct.
  • Support needs identification and help address service gaps by liaising with service providers, clusters, and authorities.

 

Coordination & Representation

  • Facilitate and strengthen local-level coordination among service providers, authorities, NGOs, and community actors.
  • Ensure clear roles and responsibilities at site/community level.
  • Participate in assessments, profiling exercises, and joint initiatives with other NRC Core Competencies.
  • Represent NRC in field-level meetings as delegated by the PfV Coordinator.
  • Ensure proper completion, filing, and reporting of all coordination-related documentation.
Job Requirements:

Generic Professional Competencies:

  • Bachelor's degree in business administration, Economics, Finance, or a related field.
  • Experience working with affected communities in humanitarian contexts.
  • Strong background in case management, community engagement, or site management.
  • Experience supervising staff and leading field teams.
  • Knowledge of protection concepts, humanitarian principles, CSP approaches, and community-based protection.
  • Ability to manage multiple tasks, analyze information, and support decision-making.
  • Strong communication skills in English and local languages (Pashto and Dari).
  • IT proficiency (MS Office, Kobo, data platforms).

 

Behavioral Competencies:
