Job Descriptions:

The overall objective of this consultancy is to provide technical leadership in the design and delivery of a competency-based disaster preparedness training program, ensuring high-quality capacity building of Master Trainers and effective knowledge transfer to community-level volunteers.

3. Scope of Work

The Lead Expert/Consultant will be responsible for:

  • Designing and developing standardized ToT curriculum and training materials (advanced for Master Trainers and medium level for volunteers)
  • Developing training methodologies, tools, and evaluation frameworks
  • Delivering advanced-level training to selected Master Trainers
  • Providing technical guidance to ensure quality and consistency across the cascading training model

 Key Deliverables

The consultant will be engaged for approximately 1.5 months, working on a deliverables-based contract. Payment will be linked to the successful completion and approval of the following outputs:

Deliverable 1: Inception Report

  • Workplan with timeline and methodology
  • Outline of training curriculum structure
  • Approach to integrating ANDMA frameworks and international best practices
    Timeline: Within 5 days of contract start

Deliverable 2: ToT Curriculum and Training Package (Advanced & Medium Levels)

  • Comprehensive competency-based curriculum covering disasters like (earthquake, flooding, fire, landslide, …) and others.
  • Training manuals and facilitator guides (advanced and medium levels)
  • Participant handbooks
  • Session plans and presentations (PPTs)
  • Integration of core modules:
    • Early Warning Systems (EWS) and preparedness planning
    • Basic first aid and initial emergency response
    • Community-level search and rescue mainly during (earthquake, flooding, fire, landslide, …) others.
    • Risk communication and preparedness messaging
    • Rapid disaster assessment and reporting
      Timeline: Within 3 weeks of contract start

Deliverable 3: Training Methodology and Tools

  • Training delivery methodology (adult learning approach)
  • Simulation and practical exercise designs covering mainly (earthquake, flooding, fire, landslide, …) and others.
  • Pre- and post-training assessment tools
  • Monitoring and evaluation framework
  • Reporting templates for ToT implementation
    Timeline: Within 4 weeks of contract start

Deliverable 4: Delivery of Advanced Training for Master Trainers

  • Facilitation of advanced training for 4 Master Trainers in Kabul
  • Delivery of both theoretical and practical sessions, including simulations
  • Continuous assessment of participants’ performance
    Timeline: As per agreed training schedule

Deliverable 5: Final Report

  • Summary of training conducted
  • Assessment results and performance of Master Trainers
  • Recommendations for improvement and scalability
  • Finalized training package incorporating feedback from implementation
    Timeline: Within 5 days after completion of training
Job Requirements:
  • Advanced degree in Disaster Risk Management, Environmental Sciences, Emergency Management, or related field
  • Minimum 7–10 years of relevant experience in disaster preparedness and capacity building
  • Proven experience in designing and delivering ToT programs
  • Strong knowledge of ANDMA frameworks and/or Afghanistan disaster context
  • Experience working with international standards (e.g., Sendai Framework, Sphere Standards)
  • Demonstrated expertise in adult learning methodologies and participatory training approaches
  • Excellent facilitation, communication, and report writing skills
