Job Descriptions:

The HASS Manager supports the implementation of humanitarian access, safety, and security systems across IRC operations in Afghanistan. The role provides operational leadership to ensure effective execution of security risk management measures, humanitarian access strategies, movement safety procedures, and physical security standards. The position contributes to safe and principled program delivery through contextual analysis, stakeholder engagement, staff capacity strengthening, and surge operational support. The HASS Manager provides delegated leadership support to the HASS Coordinator and ensures continuity of operational oversight when required.

Security Risk Management and Planning

  • Conduct and update Security Risk Assessments (SRAs) for operational locations.
  • Support implementation and monitoring of Security Management Plans and Security Minimum Standards.
  • Provide operational security advice to Field Coordinators and program teams.
  • Conduct security assessments of offices, residences, and program sites.

Humanitarian Access and Stakeholder Engagement

  • Support development and implementation of area-level humanitarian access and acceptance strategies.
  • Engage with community leaders, authorities, and humanitarian stakeholders to address access constraints.
  • Monitor access developments and recommend mitigation measures.
  • Support resolution of operational access incidents.

Radio Operations and Communications Oversight

  • Provide supervision and coordination of radio room operations and communication systems.
  • Ensure effective movement tracking procedures and communication protocols are implemented.
  • Monitor functionality of HF/VHF radios, satellite phones, and emergency communication equipment.
  • Support training and performance management of radio staff.

Guard Management and Physical Security Oversight

  • Provide technical supervision of guard forces and guards supervisors across IRC facilities.
  • Ensure implementation of access control procedures, patrol systems, and compound security standards.
  • Support performance monitoring of contracted security providers.
  • Conduct periodic facility security reviews and support mitigation actions.

Monitoring, Analysis and Reporting

  • Produce regular security updates, incident reports, and contextual analysis.
  • Monitor trends affecting staff safety and program access.
  • Support development of security briefings and reporting tools.

Crisis Management and Preparedness

  • Provide surge support during security incidents, program expansion, or staffing gaps.
  • Support contingency planning including relocation and evacuation measures.
  • Participate in incident reviews and lessons learned processes.

Team Leadership and Capacity Building

  • Support performance management and development planning.
  • Deliver training on security awareness, communication procedures, and humanitarian access.
  • Strengthen field security focal point structures.

Support to HASS Leadership

  • Support the HASS Coordinator in operational coordination of HASS functions.
  • Monitor implementation of departmental priorities and workplans.
  • Deputize the HASSC operations when delegated.
  • Contribute to planning, reporting, and performance tracking.

Coordination and Representation

  • Represent IRC in local security coordination forums and access working groups when required.
  • Maintain relationships with humanitarian actors and community stakeholders.
  • Support advocacy initiatives addressing operational constraints.

Job Requirements:
  • Bachelor’s degree preferred in Security Management, Political Science, International Relations, or related field.
  • Minimum 4-5 years’ experience in humanitarian safety, security, or humanitarian access roles with NGOs.
  • Experience working in conflict or high-risk environments.
  • Experience supervising staff or coordinating multi-location security operations.
  • Experience in stakeholder engagement and crisis response.
  • Strong operational leadership and decision-making ability
  • Humanitarian negotiation and stakeholder engagement skills
  • Risk analysis and contextual reporting capacity
  • Training facilitation and mentoring skills
  • Strong coordination and communication ability
  • Fluency in Dari and/or Pashto strongly
