Job Descriptions:

Job Purpose:

The Surgeon Specialist will ensure the provision of high-quality, life-saving surgical services at the district hospital level under the HER AF-2 project. The role focuses on managing complicated surgical cases, strengthening clinical capacity, and ensuring compliance with national standards (EPHS/MoPH).

Specific Responsibilities:

Clinical Services

  • Diagnose and manage all types of general surgical conditions, including emergency and elective cases.
  • Perform life-saving and essential surgical procedures in line with EPHS standards.
  • Ensure proper pre-operative, intra-operative, and post-operative patient care.
  • Conduct daily ward rounds and evening visits to monitor admitted patients.
  • Participate in on-call duties and respond to surgical emergencies as per schedule.
  • Provide consultations for referred and complicated cases.

Quality of Care & Patient Safety

  • Ensure adherence to national clinical guidelines, protocols, and infection prevention (IPC) standards.
  • Supervise sterilization procedures and safe use of surgical instruments.
  • Monitor rational use of medicines, especially antibiotics and anesthesia.
  • Ensure proper documentation of patient records and surgical procedures.
  • Promote patient safety, dignity, and confidentiality.

Capacity Building & Supervision

  • Mentor and supervise junior doctors, nurses, and other surgical staff.
  • Conduct regular technical sessions, case discussions, and clinical seminars.
  • Provide on-the-job training (OJT) to improve staff skills.
  • Support performance evaluation and capacity development plans for staff.

Coordination & Management

  • Support the Head of the Surgery Department in technical and administrative matters.
  • Act as Head of Department when required.
  • Coordinate with other departments (ER, maternity, lab, pharmacy) for integrated patient care.
  • Participate in hospital management meetings and clinical review sessions.

Monitoring, Reporting & HMIS

  • Ensure accurate and timely recording and reporting through HMIS.
  • Prepare monthly reports on surgical activities, outcomes, and challenges.
  • Participate in audits (clinical audit, mortality review, infection control review).

Research & Development

  • Conduct or support operational research and case studies.
  • Encourage evidence-based practice among staff.

Project Compliance & Representation

  • Ensure implementation of the HER AF-2 project guidelines and donor requirements.
  • Attend trainings, workshops, and meetings organized by ATOA, MoPH, or partners.
  • Represent the hospital in technical forums when required.

Other Duties

  • Perform any other relevant tasks assigned by the line manager.
Job Requirements:

Qualifications:

  • MD degree from a recognized medical university.
  • Specialization in General Surgery (recognized by MoPH).

Experience

  • Minimum 3 years of relevant experience as a General Surgeon in MoPH or recognized hospitals.
  • Experience in district/provincial hospitals or emergency settings is an advantage.

Skills & Competencies

  • Strong clinical and surgical skills in general surgery procedures.
  • Ability to manage emergencies and critical cases under pressure.
  • Excellent communication and interpersonal skills.
  • Strong mentoring and training abilities.
  • Good leadership and team management skills.
  • Ability to develop patient-centered treatment plans.
  • Knowledge of HMIS and reporting systems.

Languages

  • Fluency in Pashto and Dari (both required).
  • Working knowledge of English is preferred.

Additional Desirable Competencies (Added)

  • Experience with trauma and emergency surgery.
  • Knowledge of infection prevention and control (IPC) standards.
  • Familiarity with the WHO surgical safety checklist.
  • Experience working with NGOs or donor-funded projects (UNICEF, WHO, etc.).
