Job Purpose and Role
The position holder will directly report to Deputy Director F&A, the Finance & Operation Manager will be responsible to review the overall accounts to ensure that all financial transactions have been properly done, ensure that proper books of accounts have been maintained, provide leadership and manage the Afghanaid provincial office support team in accordance with Afghanaid financial and operation practices, to produce and submit timely and accurate reports and budgets in line with Afghanaid requirements.
Key Responsibilities
- To maintain complete and accurate books of accounts in accordance with the generally accepted accounting principles and British charity act SORP and maintain complete oversight of the general and subsidiary accounting ledgers.
- Ensure data integrity, completeness and accuracy of the financial information. The Finance & Operation Manager takes charge of the accounting records of the province including preparation financial reports for the combined entity and its individual branches as well as cost pool financial reports in consultation with budget holders and the Finance controller.
- Ensure all finance procedures are consistent with organizational and donors standards.
- Manage daily activities of accounting, finance, administration, HR and Security functions including timely recording of transactions, cash management, banking, assets, receivables, and payables.
- Ensure all financial transactions are fully supported and are all captured in the financial system on a daily basis. Manage all routine financial activities.
- Prepare general ledger account reconciliations.
- Assist in accurate month end and year end procedures according to month end checklist
- Assistance the Deputy Director Finance & Administration in the development of financial systems and Financial Policies and Procedures.
- Coordinate with programme departments on monthly Cash Requests of provincial offices before cash transfer, and ensures that appropriate balances are maintained to facilitate grant implementation.
- Assist in preparation of the annual budget and work plans; monitor the effective implementation of the budget and work plan.
- Assist safe custody of cash, documentation and other valuables in the field office finance section and coordinate weekly and monthly cash counts, including spot counts.
- Assist the effective and efficient use of all resources in order to keep finance costs low and ensure the security of staff.
- To assist on time, accurate and complete monthly/quarterly and annual financial accounts.
- Regularly participate in monthly government coordination meeting to ensure coordination and to address any financial issues.
- As Finance & Operation line manager, lead on staff recruitment, induction, coaching and support, and performance management of field financial staff directly reporting to Head Office, in accordance with Afghanaid’s policies and requirements.
- Manage and mentor staff in the Finance & operation unit and ensure that they have clear job descriptions, performance objectives and evaluation plans.
- Promote the rights, equality, role and empowerment of women within finance and support all other staff in doing likewise.
- Assist the daily operations of the Finance, administration, HR and Security sections arrange that the financial records and supporting documents are properly stored and maintained according to the Afghanaid’s statutory and legal as well as of donor requirements.
- Undertake any other duties as and when required by the line manager and/or overview manager.
Job Requirements:
Education & Professional Qualification
Bachelor’s degree in finance, business or related filed. Master Degree is desirable.
Work Experience
More than 5 years of professional experience in finance/accounting working with INGOs, NGOs or private sector.
