Job Descriptions:

Job Purpose:

Health Management Information System Senior M&E officers are responsible for developing HMIS modules, collecting, verifying, compiling, analyzing, recording, and reporting the performance data, and following up on targets for health projects along with other HMIS activities. S/he should strengthen the HMIS system in both main and provincial offices. Conduct capacity building programs on HMIS and keep close cooperation with the MoPH’s relevant departments. S/he will provide support to the M&E department in developing required monitoring tools as well as producing reports. S/he will report to the Head of M&E.

Specific Responsibilities:

  • Responsible for the Monitoring & Evaluation and HMIS of the BPHS project.
  • To record, manage, and preserve M&E and HMIS data in a safe and accessible way.
  • To analyze and discuss findings based on regular monitoring data.
  • Provide technical support on M&E and evidence-based recommendations to the Project Manager.
  • Ensure that implementation of field activities adheres to the project work plans, monitoring, and evaluation system.
  • Support the project manager in developing the organizational reports.
  • Develop a project monitoring plan (PMP) of the project in line with the project LFA and consult with the program team and partners
  • Monitoring the activities of the project is going according to MOPH policies and standards.
  • Collect and analyze data against agreed indicators.
  • Provide feedback to program teams on project performance based on monitoring data findings.
  • Assist the manager in building the capacity of project staff on Planning, Monitoring, and Evaluation (PM&E).
  • Lead in designing, coordinating, and conducting project evaluations.
  • Lead the follow-up of action plans based on the monitoring and evaluation of the projects.
  • Dissemination of the project information to the program technical team and to external partners upon PM request.
  • Ensure that the implementation of field activities adheres to the work plan of projects and the monitoring and evaluation system.
  • Collection and analysis of HMIS reports, provision of feedback on health indicators at the PO level.
  • Responsible for the follow-up and verification of monthly and quarterly HMIS reports.
  • Prepare quarterly and annual performance-based presentations.
  • Ensure the quality of data through checking the consistency and accuracy of data at the health facility and community level.
  • Maintain and update the HMIS database.
  • Responsible for frequent travel to Organization field sites.
  • Prepare and follow up on HMIS tools supply to HFs.
  • Leading HFs in charge meet on a quarterly basis and share best practices and challenges at the field level.
  • Follow up on CAAC/LQAS and any other related technical surveys in the field.
  • Use of information for planning, supervision, monitoring, and evaluation purposes.
  • Lead the flow of information and submission of reports (monthly, quarterly, interim…) from the projects.
  • Assist managers in developing monthly, quarterly, interim, and annual reports.
  • Develop and share field visit reports and findings with relevant staff.
  • Providing required reports for DPM.
Job Requirements:

Qualifications:

  • At least 4 years of proven experience in the field of BPHS/EPHS and nutrition.
  • MD/equivalent medical degree/ bachelor’s in public health or statistics
  • Strong communication skills.
  • Fluent in English, Pashto, and Dari with excellent speaking and writing skills
  • Proficient computing skills – word processing, spreadsheet design, and presentations.
  • interpersonal and leadership skills.
  • A great high technical aptitude.
  • A Growth mindset, attention to detail, and an excellent work ethic.
