Job Descriptions:

Job Purpose:

The logistics officer holds a management-level position within the logistics department requiring strong organizational, team, and technical management skills. The logistics officer must be able to prioritize and manage a wide variety of concurrent activities.  The primary role of the logistics officer is to provide logistics and other support to the implementation of the ATOA program. The logistics officer works under the direct supervision of the Provincial Project Manager.

Specific Responsibilities:

  • To arrange all materials’ arrival at the provincial office, as well as the shipment to the other locations.
  • Responsible for setting up and coordinating all the tender offers for major purchases required by the different projects, and to make sure that all the logistical needs of the program are met.
  • Be a member of the purchase committee.
  • Prepare and carry out major purchase orders by initiating quotations and tenders in close cooperation with the administration and financial departments.
  • Prepare and carry out purchase orders in documentation as per the ATOA procurement procedure and donor requirements.
  • Maintain and keep records of purchased items.
  • Organizing a purchasing committee.
  • Check and record all bins in the store.
  • Ensured that stock items in the sub-office are properly placed.
  • Check and record all store records of the provincial office monthly.
  • To control and check stock keepers' records.
  • Ensure inventory of all assets and maintain the included costs.
  • Ensure maintenance of buildings, vehicles, and equipment.
  • Inspect purchases of goods for quality and quantity.
  • Proper registration of purchased items of stock.
  • On-time delivery of goods is required.
  • Inventory of stocks and items regularly.
  • Develop training materials and procedures, and/or train users in the proper use of hardware and software.
  • Warehouse: Implement and manage a system of bin/stock cards kept for all items, showing the actual balance that is in the store. (Minimum stock levels should be indicated on the stock card and acted upon if reached.)
  • The warehouse should be clean and organized properly to ensure efficient storekeeping and easy counting.
  • Ensure that the warehouse is secured and that only authorized staff are allowed to enter.
  • Warehouse orders should be received and dealt with efficiently.
  • Ensure that all items/stock entering the store are recorded properly.
  • Ensure that the warehouse cold chain is always working, and in case of a long power failure, the generator is started.
  • Stock management of emergency preparedness supplies in warehouses.
  • Ensure that a stock movement report is provided on time.
  • Perform any other required project-related tasks.
Job Requirements:

Qualifications:

  • At least 3 years of proven experience in the field of logistics.
  • Minimum Bachelor /Information about tendering, general logistic policy, ATOA procurement policy, and requirement of donors
  • Strong communication skills.
  • Fluent in English, Pashto, and Dari with excellent speaking and writing skills.
  • Proficient computing skills – word processing, spreadsheet design, and presentations.
