Job Descriptions:

The Provincial Coordinator will oversee and manage all programmatic activities and operations within Takhar  province, ensuring effective implementation, monitoring, and reporting of HHWO projects. This role will involve coordination with local stakeholders, community engagement, and representation of HHWO in the province.

Key Responsibilities:

Program Management and Implementation:

    • Oversee the implementation of HHWO projects and activities in Takhar province, ensuring alignment with project goals, objectives, and timelines.
    • Develop detailed work plans and ensure their effective implementation, monitoring progress against targets, and adjusting strategies as needed.
    • Contribute to the preparation and submission of Annual Work Plans, Budgets, Financial Reports, progress reports, and other required documents to donors.
    • Monitor project performance against work plans, budgets, logical framework, and other project documents on a monthly, quarterly, and annual basis.
    • Coordinate with project staff, partners, and stakeholders to ensure smooth implementation of activities.
    • Provide technical guidance and support to field staff and partners to ensure quality delivery of project interventions.

Monitoring and Evaluation:

    • Monitor project activities and outputs to assess progress towards achieving project goals and outcomes.
    • Conduct regular field visits and monitoring exercises to verify project implementation, identify challenges, and propose solutions.
    • Collect data, analyze trends, and prepare reports on project achievements, challenges, and lessons learned.
    • Ensure adherence to HHWO's monitoring and evaluation frameworks and guidelines.
    • Conduct joint monitoring visits with stakeholders and provide logistical and technical support to external consultants and visitors.
    • Maintain project-level monitoring systems, tools, and approaches in line with donor policies and guidelines.

Stakeholder Engagement and Coordination:

    • Build and maintain effective relationships with local government authorities, community leaders, NGOs, and other stakeholders.
    • Represent HHWO in provincial-level meetings, workshops, and coordination forums.
    • Coordinate and collaborate with local partners and stakeholders to enhance program impact and sustainability.
    • Coordinate project implementation with relevant stakeholders including community representatives, government officials, NGOs, civil society, UN agencies, and others.
    • Ensure effective communication and coordination among stakeholders at the provincial level.

Capacity Building:

    • Manage and supervise the project team in HHWO’s provincial office and field locations.
    • Motivate and guide team members to work collaboratively, transparently, and effectively.
    • Identify training needs of project staff and local partners and facilitate capacity building initiatives.
    • Provide mentorship and technical support to field staff to enhance their skills and knowledge in project management and implementation.
    • Promote a culture of learning and knowledge sharing among project staff and partners.

Reporting and Documentation:

    • Prepare timely and accurate narrative and financial reports on project activities as per HHWO and donor requirements.
    • Ensure proper documentation of project activities, including success stories, case studies, and lessons learned.
    • Support the Project Manager in compiling data and information for donor reports and proposals.
    • Assist Project Manager in preparing quarterly, annual, and final project reports ensuring compliance with donor agreements and standards.

Financial and Administrative Oversight:

    • Monitor project budgets and expenditures in coordination with the Finance Officer.
    • Ensure compliance with financial policies, procedures, and guidelines during project implementation.
    • Support procurement processes related to project activities, ensuring transparency and efficiency.

Risk Management:

    • Identify potential risks and challenges to project implementation and develop mitigation strategies.
    • Ensure compliance with security protocols and safety measures for staff and project assets in the province(s).

Representation and Advocacy:

    • Advocate for the interests and rights of beneficiaries and communities served by HHWO.
    • Represent HHWO in provincial-level advocacy efforts, promoting the organization's mission and values.
Job Requirements:

Education:

    • Bachelor’s degree in Project Management, Business Administration, Public Policy, Public Administration, or a relevant field.

Experience:

    • At least 3 years of relevant professional experience with a Master’s Degree.
    • At least 5 years of relevant professional experience with a Bachelor’s degree in a related field.
    • project management and implementation, preferably with INGOs or UN agencies. Experience in community development and humanitarian assistance is desirable.
    • Familiarity with donor compliance, particularly with US and EU donors, including reporting requirements.

Skills: 

    • Technical Skills: Strong understanding of project cycle management, monitoring and evaluation, and capacity building.
    • Communication: Excellent interpersonal and communication skills, with the ability to interact effectively with stakeholders at all levels.
    • Teamwork: Proven ability to work collaboratively in a multicultural team environment.
    • Analytical Skills: Strong analytical and problem-solving skills, with the ability to make informed decisions.
    • Organizational Skills: Excellent organizational and time management skills, with attention to detail and accuracy.

Languages: Written and spoken fluency in English and Farsi-Dari, both.
