About Afghan Paramount Welfare and Development Org (APWDO):

Afghan Paramount Welfare Development Organization (APWDO) is a national non-governmental (not-for-profit) organization, established in 2008, and registered by ministry of economy (MoEc) with the license Number 2258.

Since its establishing, APWDO is providing Humanitarian, Developmental services throughout 36 provinces of the Afghanistan. The organization is focused in Areas of Humanitarian assistance, Emergency response projects, Protection, Women empowerment, Food & Shelter Security, Health and CBE classes. The Organization is fund-based institute totally relying on the international funds. So far, APWDO has partnered with multiple INGOs including UNDP, UNAMA, UNOPS, UNOCHA, AHF, FCDO, DOS, USAID etc.

APWDO is an indigenous organization that seeks to invest resource, efforts, time, and energies in intervention responsive to the local needs, backed by evidence from the ground collected through close consultation with the local communities, formal and informal institution.

Job Descriptions:

Objective:

The Construction Engineer will be responsible for planning, supervision, quality assurance, and quality control of construction and rehabilitation activities under the SIP program, ensuring compliance with engineering standards, project timelines, budgets, and donor requirements. The role includes providing technical guidance to contractors and field teams, preparing a construction plan including site plan, map, drawings, and BoQs. Monitoring quality and coordinating with project staff to ensure timely, safe, and cost-effective delivery of infrastructure components of the SIP programs. The construction engineer is expected to regularly monitor construction activity, coordinate with the donor technical team, and prepare periodic technical progress reports.

Job Description:

He / She is accountable to carry out the following key roles and responsibilities, but not limited to:

  • Share weekly, biweekly, monthly, and annual plans based on the project DIP, RACI chart, and personal experience to enhance planning and decision-making for future activities. (And additional responsibilities beyond the ToR to ensure effective implementation and accountability.)
  •  Produce design packages, drawings, mapping, and presentation materials.
  • 3D modelling, visualization, and client-facing presentations.
  • Basic understanding of community-based infrastructure and engagement is an asset.
  • Regularly update records on daily activities, quantity, and quality of the project.
  • Assist the MEAL Officer/Assistant with weekly checkpoint findings to ensure the quality and quantity of project deliverables and to mitigate potential risks.
  • Regularly tracking and assessing the progress of project activities to ensure they are being implemented as planned and measuring their effectiveness to determine whether project goals are being achieved. 
  • Prepare calculations, equipment schedules, specifications, BOQs, and technical reporting.
  • Develop tender packages and respond to technical queries during procurement.
  • Conduct site inspections, verify installations, and support commissioning readiness
  •  Contribute to sustainable and context-sensitive design solutions.
  • Ensure compliance with national building codes, donor standards, and technical guidelines.
  • Ensure compliance with Health, Safety, and Environmental (HSE) standards on sites
  • Identify and mitigate site-level safety risks
  •   Mentor the workers and support internal technical development.
  •  Support detailing reviews and ensure alignment with design intent
  • Assist with construction-phase technical support and site reporting
  • Participate in multidisciplinary coordination and document control.
  • Strong knowledge of Safeguarding, fraud, anti-harassment, other related cases, and organization policies.
  • Collaboration: Builds and maintains effective relationships with their team, colleagues, Members and external partners and supporters.
  • Reporting to the /(Education Country Manager and, if required, with the donor by consulting with the PC, Education Officer, and Education Country Manager.
  • Additional job responsibilities: The duties and responsibilities set out above are not exhaustive, and the post holder may be required to carry out additional duties from time to time, which are reasonable in relation to their level of skills and experience.

Other Considerations:

  • In the event of a significant emergency, the construction engineer will be expected to work outside their normal job description; vary their working hours; and occasionally work from a different location should the need arise.
  •  Coordinate and collaborate with the Education country manager, provincial office coordinator, field team, and have close coordination of partners' procurement and BOQ development procedure.
  • Strong commitment to APWDO’s vision, mission, values of the project, and all policies of APWDO, with strict adherence to confidentiality at all levels.
  • The post holder will be employed under a probationary contract, and if required, the same procedures will apply for a period of 6–9 months.
  • Ability to accept constructive criticism and improve skills and performance accordingly.
  • Focusing on the quality and quantity of the project. 
Job Requirements:

Qualifications and Experience:

  • Bachelor’s degree in Engineering (Civil, Electrical, Mechanical, or other relevant engineering disciplines) from a recognized university or related fields.
  • At least 3 years in the mentioned role with an NGO or an institute.
  • Strong reporting and documentation skills 
  • Knowledgeable in the use of Ms. Office, Google Docs, Kobo Toolbox, Google Forms, Microsoft Outlook, Zoom, Microsoft Teams, Google Meet, or other MIS tools for overall data collection and reporting requirements.
  • Excellent communication skills in English, alongside varied local language skills are preferred (Dari, Pashto, etc).
