About Hagar International - Afghanistan:

Hagar was established in 1994 in Cambodia to serve and support women and children who have survived severe exploitation and human rights abuses. In 2009, Hagar expanded its unique whole journey model of long-term, individualized care to Afghanistan and Vietnam. Hagar International in Afghanistan implements several integrated programs designed to help survivors recover from trauma and rebuild their lives. These include running Child-Friendly Spaces in IDP camps, economic empowerment initiatives and resilient livelihoods programs, community-based child protection programs, humanitarian relief projects, primary health care services, and emergency response activities.

Job Descriptions:

Main Duties & Responsibilities

IT Function

  1. Provide technical support to end users through the IT helpdesk, resolving issues to ensure uninterrupted workflows.
  2. Oversee the setup and management of Microsoft 365 Teams, SharePoint, OneDrive, and other collaboration tools.
  3. Monitor and manage email security (Exchange Online) and spam filters to ensure secure communication.
  4. Implement IT Consolidated policies, including multifactor authentication (MFA), Microsoft Authenticator application, and conditional access, to safeguard the organization’s data.
  5. Provide training and support to staff on Microsoft 365 applications and functionalities.
  6. Ensure the smooth functioning of all IT systems, including hardware, software, and networking components. Install, update, and maintain operating systems, drivers, Office applications, and other necessary software packages.
  7. Monitor system performance and troubleshoot network, connectivity issues, and Wi-Fi usage of Hagar Afghanistan staff to ensure compliance with usage policies and efficient network performance.
  8. Manage IT asset inventory and plan for lifecycle management.
  9. Conduct regular data backups and test recovery procedures.
  10. Set up IT systems for new employees, including configuring devices, accounts, and permissions, and conduct a brief, day-one IT orientation for new hires, introducing them to the organization’s IT systems.
  11. Maintain an IT helpdesk system for ticketing and issue tracking.
  12. Assess organizational IT needs and propose solutions to enhance operational efficiency.
  13. Perform other legal-related tasks as assigned by the line manager.

Admin Function

  1. Oversee office maintenance, repairs, equipment, furniture, and facilities; and ensure adequate office supplies and functional utilities.
  2. Manage staff travel arrangements, including flights and accommodation.
  3. Provide administrative support to the Security Manager, ensuring emergency supplies in the safe room.
  4. Supervise office cleanliness, and hygiene in compliance with SOPs.
  5. Coordinate with the procurement team to procure the main office goods and services according to organizational policies and donor guidelines.
  6. Maintain updated office Asset inventory, ensure proper tagging and record-keeping, and manage asset issuance, returns, and disposals.
  7. Support onboarding by preparing workspaces, IT tools, and induction schedules.
  8. Consolidate and coordinate staff events, training sessions, workshops, internal meetings, conferences, and events and supervise meeting logistics, including venues, equipment, and materials.
  9. Oversee vehicle usage, Logbook, fuel logs, and maintenance, and allocate vehicles and drivers for field operations.
  10. Develop travel itineraries and ensure compliance with travel policies.
  11. Oversee access control, visitor logs, office key distribution, and Phone Cards Distribution.
  12. Support audits by providing required administrative documentation.
  13. Assist with administration budget preparation, monitor expenses, process payments, and ensure cost-effective resource management.
  14. Maintain accurate records of agreements, contracts, and leases; ensure proper archiving and easy retrieval of Documents.
  15. Supervise support staff (cleaners, cooks, drivers); prepare monthly timesheets, conduct performance reviews, and address issues to ensure efficiency.

Job Requirements:

Key Selection Criteria

Education:

  • Bachelor’s degree in computer science or any other related field.
  • Relevant practical experience in administration management and IT.
  • Good Knowledge of administration, IT, and logistics processes and procedures.
  • Proven skills in both electronic file management and hardcopy filing.

Experience:

  • At least 3 years of practical experience in IT and office management and at least 2 years with international NGOs
  • Strong Specialized training in IT, administration, and logistics is an asset.
  • Demonstrated organizational skills
  • Proven experience in asset and inventory management.

Skills and Personal Attributes:

  • Excellent verbal and written communication skills in Dari, Pashto, and English
  • Computer proficiency  
  • Ability to handle multiple tasks simultaneously in a fast-paced environment, set priorities, and meet deadlines
  • Analytical thinker with strong conceptual and problem-solving skills
  • Willing to travel to provinces if necessary
  • Ability to synthesize complex information and communicate it effectively to diverse audiences
  • Strong presentation and negotiation skills
  • Reporting writing skill
