Founded in 2009, Spinghar University-Nangarhar has emerged as a leading institute of higher education in Afghanistan, particularly in medical education. In the 2023 national medical licensing examination, the university achieved 8th place nationally and ranked first in eastern Afghanistan, reflecting its commitment to academic excellence.

Currently, more than 1900 male students are enrolled in MD, DMD and BMLT programs, including a significant number from Pakistan. The university has an alumni network of over 2,800 graduates, many of whom have obtained FCPS and MCPS qualifications and are practicing in Afghanistan and internationally.

Spinghar University-Nangarhar maintains well-equipped laboratories and a comprehensive teaching hospital with more than 13 wards for OPD and IPD services, which was upgraded in May 2024. The university passed the second stage of academic accreditation in April 2022 and is preparing for the final stage, with a strong focus on quality assurance.

The institute has established collaborations with national and international organizations and is officially registered with PMDC, FMRAC, and ECFMG. Overall, Spinghar University continues to play an important role in advancing medical education and training future healthcare professionals in Afghanistan.

This position is responsible for planning, managing, and supervising all Information Technology (IT) operations of the university. The role ensures secure and efficient database, ERP, internet and communication systems; provides technical support to academic and administrative units; maintains IT infrastructure; oversees data protection and backups; supports e-learning and online services; and ensures compliance with quality assurance and accreditation standards.

Major Responsibilities for the Department of Information Technology:

1. IT Planning

• Prepare and implement annual IT operational plans aligned with university goals.
• Develop and implement plans for IT system development, maintenance and repair.

2. Database (ERP) Systems Management

• Manage, monitor, and maintain university ERP systems.
• Ensure regular backups of ERP, website and email systems according to a defined schedule.
• Coordinate with external vendors as a focal person for database and system issues.

3. Network, Internet & Communication Services

• Manage and monitor university internet services, bandwidth distribution and usage control.
• Supervise internal telephone systems, network switches and data infrastructure.
• Monitor internet speed and service quality as per contractual agreements and prepare reports.

4. Data Protection

• Establish and enforce data security policies, procedures and backup systems.
• Ensure confidentiality and protection of university data, systems and emails.
• Block and restrict unethical, inappropriate or unauthorized online content.

5. Technical Support & Infrastructure Maintenance

• Provide timely resolution of technical issues related to hardware, software and networks.
• Maintain and update software systems and implement antivirus and security measures.
• Supervise computer labs, classroom IT equipment and ensure proper usage and maintenance.

6. Website, Online & Digital Services

• Oversee university websites (Spinghar University & International Research Journal) development, updates and online system enhancements.
• Activate modern online systems to improve administrative efficiency and transparency.

7. Monitoring, Reporting & Compliance

• Conduct daily, weekly, monthly, quarterly and annual monitoring and reporting of IT activities.
• Prepare periodic reports and submit them to relevant authorities.
• Ensure compliance with quality assurance and accreditation standards.

8. Coordination & Support

• Support academic, capacity-building, and e-learning programs with required IT services.
• Cooperate with e-learning committees and university units in technical matters.
• Perform additional duties assigned by higher authorities in accordance with laws and regulations.

          General Requirements:

1. Bachelor’s degree in Computer Science with a minimum average percentage of 75.
2. At least two years of work experience in universities or an equivalent or relevant position, priority will be given to candidates with experience in university level in shortlist stage of recruitment.
3. Must possess reading, writing and speaking proficiency in the national languages (Dari and Pashto) as well as in English.
4. In case a candidate with a Master’s degree and a candidate with a Bachelor’s degree obtain equal scores and possess the same level of work experience through the competitive recruitment process, priority shall be given to the candidate holding a Master’s degree, and an employment contract shall be offered accordingly.
5. Academic qualifications must be verified and approved by the Ministry of Higher Education.
6. Must have knowledge and competence in developing procedures, policies, plans and reports relevant to the IT department.
7. Must have comprehensive knowledge of e-learning systems university level.
8. Must have full familiarity with the laws, regulations and standards of the Ministry of Higher Education.

Specialized Requirements:

1. Backend Development: 3+ years Python & Django, Django Rest Framework, PostgreSQL/MySQL, JWT/OAuth auth, RESTful API design, clean architecture & SOLID principles.
2. Frontend Development: React.js, Next.js (SSR/SSG), modern JS (ES6+), HTML/CSS, state management (Redux/Context API), API integration.
3. System Design & Collaboration: Architecture planning, code reviews team collaboration with frontend, product, QA, problem-solving, debugging complex issues.
4. Performance & Security: Optimize application performance, security, scalability, and maintain production-grade systems.
5. Tools & Workflow: Git/version control, Docker, CI/CD pipelines, background task processing (Celery/Redis).
6. Additional Skills: Cloud platform familiarity, communication skills, analytical thinking, and large-scale system experience, skilled in LMS integration, multi-language web applications, website maintenance, performance optimization and accessibility standards.
