PURPOSE
The IT & Digital Communications Officer is a member of the Security, IT and Transport team and reports to the team lead. This team combines a number of functions in supporting the success of the whole programme, namely: IT systems; collection, analysis and dissemination of service data essential for programme analysis and response; marketing; policy development; and the leadership of the MSIA contact centre. In addition, the IT & Digital Communications Officer is responsible for ensuring smooth IT operations, managing the organization’s digital presence, and producing high-quality visual content. The role supports internal staff with technical assistance, maintains systems and equipment, enhances online visibility, and develops creative materials aligned with the organization’s branding and communication strategies.
Information Technology (IT) Responsibilities:
Ensure that MSIA is served with the most cost-effective IT hardware and software to maintain its programme activities safely and efficiently. Specifically
- Provide daily technical support to staff, including troubleshooting hardware, software, and network issues.
- Ensure proper maintenance of computers, printers, internet connectivity, and backup systems.
- Install, configure, and update software and hardware as needed.
- Maintain IT inventory records, including equipment issuance, condition, and replacements.
- Monitor system security, antivirus updates, and data protection measures.
- Coordinate with external service providers when required.
- Support staff with email setup, cloud storage access, and system accounts.
- Database development and maintenance.
B. Social Media Management
- Develop and implement social media plans aligned with organizational goals.
- Manage social media pages (MSIA website, Facebook, Twitter/X, Instagram, LinkedIn, YouTube, etc.).
- Create engaging content, including posts, captions, short videos, and social media campaigns.
- Monitor online engagement, respond to comments/messages when relevant, and escalate issues when needed.
- Analyse social media insights and prepare monthly performance reports.
- Ensure all online communication reflects the organization’s values and brand guidelines.
C. Graphic Design & Creative Production
- Design high-quality communication materials, including brochures, posters, banners, reports, infographics, annual reports, and presentations.
- Produce multimedia content such as photos, videos, animations, and social media graphics.
- Work closely with communications and operations teams to meet their design needs.
- Ensure all designs follow organizational branding guidelines.
- Edit and finalize materials for printing or digital dissemination.
- Maintain an organized digital library of photos, videos, and design assets.
TECHNICAL SUPPORT
Provide first- and second-line technical support for MSIA staff, directly and through a helpdesk. Specifically,
- Support new user set up, creating new user accounts, including user folders and shares, emails and mailboxes.
- Address technical issues and ensuring smooth operation of IT systems.
- Diagnose user faults such as log in issues, profile faults, and permission errors.
- Assist in diagnosing and resolving software faults and providing support for installed applications.
- Raise tickets with global IT helpdesk when necessary
HARDWARE, SOFTWARE AND NETWORK CONFIGURATION
Ensure that MSIA hardware, software and networks are routinely upgraded to maintain its programme activities safely and efficiently. Specifically,
- Configure and install new or replacement PCs, servers, and peripheral hardware including printers, projectors, and scanners.
- Install and support new networking hardware such as switches and wireless access points.
- Diagnose and resolve network issues
- Perform patch/upgrade testing as part of the patch management processes and ensure the security of the IT infrastructure through maintenance and monitoring of antivirus, patching, and network monitoring.
- Undertake proactive research into system upgrades
AUDIO/VISUAL AND SECURITY SYSTEMS SUPPORT
Provide specific technical support for systems related to programme work and security. Specifically
- Special events: Provide Audio/Visual equipment support for MSIA events, both internal and external.
- Office Security: Ensure all CCTV equipment operates correctly
- Office Access: Set up and update the door access control system as requested.
Communications: Manage and configure MSIA telephone extension systems.
