1. Background
The Organization for Humanitarian Assistance (OHA) seeks to strengthen its institutional capacity across core operational and programmatic departments to ensure effective, compliant, and high-quality service delivery. To support this objective, OHA intends to engage a qualified consultant to conduct comprehensive capacity needs assessments, deliver targeted trainings, and provide on-the-job technical coaching to relevant staff members, volunteers, and board members.
2. Purpose of the Consultancy
The purpose of this consultancy is to evaluate existing capacities, identify gaps, and enhance the technical competencies of OHA’s Finance, Human Resources, Procurement, IT & Scope, Monitoring & Evaluation (M&E), and Program departments. This will be achieved through structured assessments, capacity-building workshops, refresher training sessions, and ongoing technical support.
3. Deliverables/Milestones & Due Dates:
- Assess institutional and departmental capacity gaps in Finance, HR, Procurement, IT & Scope, M&E, and Program units.
- Strengthen staff knowledge of organizational policies, procedures, and strategic planning frameworks.
- Build and refresh staff competencies on cross-cutting topics such as Gender, PSEA, AFAC, GRM/CFM, Code of Conduct, First Aid, and Risk Management.
- Provide hands-on, on-the-job coaching to enhance routine operational performance.
4. Scope of Work (Tasks and Deliverables)
Task 1: Conduct Comprehensive Capacity Need Assessment
The consultant will:
- Develop capacity assessment tools tailored to each department.
- Review existing policies, procedures, manuals, standard operating procedures (SOPs), and tools used by Finance, HR, Procurement, IT & Supply Chain, M&E, and Program departments.
- Conduct interviews, focus group discussions, surveys, and desk reviews to identify gaps, strengths, and capacity development needs.
- Assess staff competency levels, departmental workflows, internal control mechanisms, and compliance with donor and organizational requirements.
- Identify critical gaps related to systems, processes, staffing, knowledge, and infrastructure.
- Produce a detailed Capacity Needs Assessment Report with findings and prioritized recommendations.
Deliverable 1:
- Capacity Assessment Tools (questionnaires, checklists, interview guides).
- Department-wise Capacity Assessment Report with recommendations.
Task 2: Conduct Training Sessions on Organizational Policies and Strategic Planning
The consultant will:
- Review existing organizational policies (Finance, HR, Procurement, IT, M&E, Program, Admin, Security, etc.).
- Develop user-friendly training materials, presentations, case studies, and handouts.
- Conduct comprehensive training sessions for all OHA staff across all departments.
- Deliver training on organizational strategic planning, including:
- Vision, mission, values
- Goal setting & decision-making
- Annual planning, work-plan development
- Monitoring of strategic results
- Provide pre- and post-training assessments to measure learning improvement.
Deliverable 2:
- Training manuals and materials.
- Training delivery plan and attendance sheets.
- Training completion report including evaluation results.
Task 3: Conduct Refresher Trainings for Staff, Volunteers, and Board Members
The consultant will deliver refresher training sessions on the following topics:
- Gender mainstreaming & gender equality in humanitarian programming
- Protection from Sexual Exploitation and Abuse (PSEA)
- Accountability Frameworks including AFAC
- Grievance Redress Mechanism / Complaint & Feedback Mechanism (GRM/CFM)
- Code of Conduct & ethical behavior
- Basic First Aid & emergency preparedness
- Risk management, risk assessment & mitigation measures
The consultant will:
- Develop updated refresher training modules tailored to OHA’s context.
- Conduct interactive training using case scenarios, group work, and practical exercises.
- Ensure all categories of participants (staff, volunteers, board members) are trained.
- Conduct pre/post-tests to measure knowledge enhancement.
Deliverable 3:
- Refresher training modules and materials.
- Attendance sheets, evaluation forms, test results.
- Refresher Training Report summarizing achievements.
Task 4: Provide On-the-Job Training to Finance, HR, Procurement, IT & SC, M&E, and Program Departments
The consultant will:
- Design a structured on-the-job coaching plan for each department.
- Provide hands-on coaching and practical demonstrations on daily operational tasks including:
- Financial reporting and compliance
- HR records management and recruitment processes
- Procurement cycle management, documentation, and compliance
- IT troubleshooting, digital management systems, and IT security
- M&E data collection, reporting, analysis, and learning
- Program planning, implementation, and documentation
- Support staff in addressing department-specific challenges.
- Document progress, improvements, and remaining gaps.
Deliverable 4:
- Department-specific on-the-job training plan.
- Daily/weekly coaching logs and progress reports.
- Final On-the-Job Training Completion Report.
5. Expected Key Deliverables
- Inception Report including methodology and work plan.
- Capacity Needs Assessment Tools.
- Comprehensive Capacity Needs Assessment Report.
- Organizational Policies and Strategic Planning Training Materials.
- Refresher Training Modules on cross-cutting topics.
- On-the-Job Coaching Plan and progress updates.
- Final Consolidated Consultancy Report summarizing all activities, outcomes, and recommendations.
6. Duration and Level of Effort
- The consultancy is expected to be implemented within three months.
- Detailed timelines will be agreed upon in the inception phase.
7. Reporting & Coordination
The consultant will:
- Report directly to HR Manager/Project Manager
- Coordinate closely with heads of departments (Finance, HR, Procurement, IT, M&E, Program).
- Submit deliverables in both soft and hard copies.
- Participate in regular review meetings with OHA management.
8. Consultant Qualifications
- Advanced degree in Management, Organizational Development, Public Administration, Finance, HR, Social Sciences, or relevant field.
- Minimum 7–10 years of professional experience in institutional capacity building, organizational development, or consultancy.
- Proven experience in conducting capacity assessments and delivering professional training.
- Knowledge of compliance requirements for INGOs/NGOs and major donors (UN agencies, USAID, EU, etc.).
- Strong facilitation, reporting, and communication skills.
9. Payment Terms
- Payments will be made based on deliverables and approval of reports as per the agreement.
- Detailed payment schedule will be outlined in the contract.
10. Confidentiality
The consultant shall maintain strict confidentiality of all documents, data, and information accessed during the consultancy and shall not disclose any information without OHA’s prior written approval.
