Scope of Work
The Provincial Technical Manager (PTM) is responsible for leading, coordinating, and overseeing all technical aspects of the BPHS/HIVA project in Helmand province. Working under the direct supervision of the Provincial Project Manager, the PTM ensures that all technical activities are implemented in accordance with the BPHS, MoPH, and UNICEF guidelines, as well as AYSO policies and procedures.
The PTM plays a key role in ensuring the delivery of high-quality health services through effective technical supervision, monitoring, capacity building, and quality assurance. S/he will also support project planning, performance monitoring, reporting, and emergency preparedness while fostering strong coordination with the Provincial Public Health Directorate (PPHD) and other stakeholders.
Duties and Responsibilities
- Ensure the smooth implementation of all technical activities of the BPHS/HIVA project according to the approved work plan and standards.
- Manage and supervise the technical staff of the project and provide necessary guidance and coaching.
- Develop quarterly and monthly technical reports and track the project’s target indicators.
- Implement all AYSO policies, donor, and contractual requirements in technical management.
- Support the Project Manager in day-to-day project management and decision-making.
- Ensure all BPHS services are delivered according to national standards and project requirements.
- Strengthen coordination and collaboration with the PPHD, other NGOs, and stakeholders.
- Ensure quality assurance (QA/HQIP) processes are implemented and regularly monitored at the provincial and facility levels.
- Monitor the quality of supervision and monitoring conducted by the project team.
- Conduct joint monitoring visits to health facilities and follow up on implementation of action plans.
- Ensure proper planning, supervision, and implementation of nutrition activities, including IMAM and IYCF.
- Ensure timely reporting of nutrition activities, defaulter tracking, and coordination for distribution of therapeutic food.
- Support the establishment and readiness of health emergency response teams and ensure DHs are ready 24/7 for emergencies.
- Strengthen and maintain an effective two-way referral system between BPHS, EPHS, and regional hospitals.
- Ensure implementation of infection prevention and waste management systems at all facilities.
- Conduct training needs assessments (TNA) and support the development and implementation of staff capacity-building plans.
- Support the Project Manager in conducting staff performance appraisals and follow-up actions.
- Work closely with health facility staff to achieve assigned performance targets.
- Mentor and coach the Provincial Performance Management Unit for improved service quality.
- Implement the BSC questionnaire in all health facilities and ensure staff understand and use the results.
- Improve HMIS verification results through regular training, mentoring, follow-up, and supervision.
- Ensure timely, accurate, and consistent collection, compilation, and reporting of technical data and project progress.
- Participate in external monitoring visits and ensure corrective action plans are developed and implemented.
- Ensure all project activities are properly documented and data are effectively used for continuous improvement of BPHS services.
