Job Descriptions:

The HR Officer is responsible for supporting the full range of HR functions for MHCO in Nangarhar Province, including leading induction and orientation processes, managing performance evaluation cycles, coordinating staff separation procedures, and handling day-to-day HR operations in compliance with MHCO policies, donor requirements, and Afghan labor laws. The role includes maintaining HR records and databases, preparing HR documents, guiding staff on HR matters, overseeing attendance and leave management, supporting recruitment processes, and ensuring adherence to safeguarding, accountability, and security standards. The HR Officer will work closely with staff, managers, and external stakeholders to ensure efficient HR services and a professional, respectful working environment. This position requires strong organizational, communication, and problem-solving skills, with proven experience in HR management within the nonprofit sector.

Duties & Responsibilities:

Induction and Orientation Process:

  • Prepare and update the induction and orientation materials for new staff according to MHCO policies and procedures and organizational culture.
  • Ensure that all staff members both direct and indirect should have policy training within in 30 days of their joining.
  • Coordinate and facilitate induction and orientation sessions for new staff on various topics such as MHCO vision, mission, values, code of conduct, policies, procedures, systems, etc.
  • Monitor and evaluate the effectiveness and impact of induction and orientation sessions and provide feedback and recommendations for improvement.
  • Maintain accurate and updated records of all induction and orientation activities, including attendance sheets, evaluation forms, certificates, etc.
  •  Ensure compliance with MHCO policies and procedures, donor requirements, local labor laws and ethical standards throughout the induction and orientation process.
  • Provide feedback and support to staff and managers on induction and orientation-related issues and queries.
  • Develop and maintain positive relationships with internal and external stakeholders, such as staff, managers, donors, partners, trainers, etc.

Performance Management — MHCO Excel

  • Monitor the evaluation processes at all stages and ensure that staff and supervisors complete the review process in a timely manner.
  • Prepare and update the performance management tools and guidelines for MHCO Afghanistan according to MHCO policies and procedures and organizational objectives.
  • Coordinate and facilitate performance management sessions for staff on various topics such as setting SMART objectives, giving and receiving feedback, conducting appraisals, identifying learning needs, etc.
  • Monitor and evaluate the effectiveness and impact of performance management sessions and provide feedback and recommendations for improvement.
  • Maintain accurate and updated records of all performance management activities, including performance plans, appraisals, feedback forms, learning plans, etc.
  • Ensure compliance with MHCO policies and procedures, donor requirements, local labor laws and ethical standards throughout the performance management process.
  • Provide feedback and support to staff and managers on performance management-related issues and queries.
  • Provide ongoing support to MHCO Excel users, including responding to various inquiries raised by different employees, clarifying the appraisal forms, methodology etc.

Staff Separation

  • Coordinate and facilitate the staff separation process for staff who resign or are terminated due to various reasons.
  • Ensure that staff submit their resignation letters or receive their termination letters according to MHCO policies and procedures and local labor laws.
  • Conduct exit interviews with departing staff and collect feedback on their experience with MHCO
  • Prepare and issue various documents such as experience certificates, relieving letters, clearance forms, etc.
  • Calculate and process the final settlement of dues for departing staff according to MHCO policies and procedures and local labor laws.
  • Ensure that staff return all MHCO assets and equipment before leaving the organization.
  •  Maintain accurate and updated records of all staff separation activities, including resignation letters, termination letters, exit interviews, final settlements etc, and communicate with the payroll team to update staffing information
  •  Ensure compliance with MHCO policies and procedures, donor requirements, local labor laws and ethical standards throughout the staff separation process.

HR Operations Matters:

  • Provide general administrative support to the HR department, such as filing, scanning, photocopying, etc with the help of HR Assistant and Interns
  • Maintain and update the HR database and personnel files for all staff according to MHCO policies and procedures and data protection standards.
  • Prepare and issue various HR documents such as contracts, letters, certificates, ID cards, etc.
  • Respond to routine HR queries from staff and managers and escalate complex issues to the HR Manager as appropriate.
  • Assist in the coordination of staff welfare activities such as staff meetings, events, celebrations, etc.
  • Management of staff leave records and ensure that leave requests are approved and recorded properly.
  • Management of staff attendance records and ensure that timesheets are submitted and verified on time.
  • Ensure compliance with MHCOpolicies and procedures, donor requirements, local labor laws and ethical standards throughout the HR operations.
  • Provide feedback and support to staff and managers on HR operations-related issues and queries.
  • Develop and maintain positive relationships with internal and external stakeholders, such as staff, managers, donors, partners, service providers, etc.
  • Contribute to the development and improvement of HR policies, procedures and systems related to HR operations.
  • Perform any other duties as assigned by the HR Manager or Operation Director.

Safeguarding and Security

  • Ensure compliance with security procedures and policies as determined by country leadership.
  • Proactively ensure that team members operate in a secure environment and are aware of policies.
  • Consistent with MHCO safeguarding and protection policies, ensure all people who come into contact with Relief International are as safe as possible.

Accountability 

  • MHCO team members are expected to support all efforts toward accountability, specifically to our program participants and to international standards guiding international relief and development work, while actively engaging program participants as equal partners in the design, monitoring and evaluation of our field projects.
  • Team members are expected to conduct themselves in a professional manner and respect local laws, customs and Relief International policies, procedures, and values at all times and in all in-country venues.

Job Requirements:
  • Minimum Bachelor’s degree from a recognized and reputed university. Master’s degree is preferred with professional training.

  • Proven experience of providing leadership on all HR issues at the same time balancing the strategic role with the need to deliver effective day-to-day HR administration services.
  • Direct experience of organizing large scale recruitment.
  • Ability to prioritize and deal with competing demands.
  • Previous experience of staff supervision and capacity building.
  • Well-developed conceptual, critical, and analytical thinking with the ability to convey complex information in a straightforward way and influencing this to a wider audience.
  • Fluent spoken and written English.
