Job Descriptions:
The Logistic Officer is responsible for managing and coordinating all logistics, procurement, asset, and warehouse operations for MHCO’s activities in Nangarhar Province. This includes ensuring compliance with MHCO and donor procurement procedures, maintaining accurate inventory and asset records, conducting market assessments, overseeing stock movements, and ensuring proper storage, labeling, and documentation of all supplies and equipment. The role also involves supervising warehouse operations, monitoring transportation and vehicle management, preparing logistics reports, supporting audits, and coordinating closely with program and operations teams to ensure timely delivery of goods and services. The Logistic Officer must demonstrate strong organizational, communication, and problem-solving skills while ensuring transparency, cost-effectiveness, and adherence to MHCO’s safeguarding, ethical, and operational standards.
Duties & Responsibilities:
- Ensure all procurement processes follow MHCO policies and donor guidelines.
- Prepare purchase requests (PRs), request for quotations (RFQs), bid analysis, purchase orders (POs), and procurement reports.
- Maintain an updated supplier/vendor database.
- Conduct market assessments and price analyses to ensure cost efficiency.
- Ensure all procurement documentation is complete, accurate, and properly filed.
- Maintain accurate and updated asset and inventory registers.
- Conduct regular stock counts and asset verification.
- Ensure proper tagging, labeling, and tracking of all assets and equipment.
- Report lost, damaged, or misused assets to the supervisor immediately.
- Ensure safe, secure, and clean storage of supplies, materials, and equipment.
- Oversee stock movements (receiving, dispatching, documentation).
- Ensure warehouse records/logbooks are updated at all times.
- Coordinate with program teams for timely distribution of items.
- Ensure MHCO vehicles are properly maintained and monitored.
- Prepare monthly fuel consumption reports and vehicle usage logs.
- Schedule vehicle movements for program and field activities.
- Ensure drivers follow MHCO safety and security procedures.
- Support logistics-related audits and donor verification processes.
- Maintain proper documentation for logistics transactions.
- Coordinate with field offices for logistics support and supply delivery.
- Participate in procurement committees when required.
- All forms completed accurately and timely – GRN, Stock/Bin Card, WH Ledger, Discard, Loss, Theft, Waybill, SRF, etc.
- Create and issue DONATION LETTERs for all items/equipment being delivered to partners.
- Re-packing and labelling all shipments for onward delivery.
- Supervise loading and unloading at the warehouse; check any arrival of goods, quantity and quality. Oversee casual labour.
- Overall maintenance of the warehouse; report any issues immediately.
- Request and track WH stocks needed for re-packing and storing – tape, labels, boxes, wrap, spray paint, etc.
- Maintain a warehouse ledger inventory for all program stocks; keep updated daily for all received and dispatched goods.
- Provide weekly reports on the movements of stocks in/out of warehouse
- Track and report on all transport shipments in/out of warehouse.
- Ensure WBs and GRNs are documented and returned for all items received and dispatched.
- Maintain filing on site for all warehouse documentation.
- Ensure Gift in Kind items are specially marked and tracked according to same standards as program stocks.
- Communicate regular updates on shipment tracking for receipt and facilitate shipment from warehouse to partner or intend beneficiary.
- Coordinate closely with MHCO Operations team on the tracking and arrival of all shipments from Procurement.

Job Requirements:
- Minimum 2–3 years of relevant experience in logistics, procurement, or operations (NGO experience preferred).
- Experience with donor-funded projects is an added advantage.
- Strong understanding of logistics and procurement systems.
- Excellent communication and negotiation skills.
- Good computer skills (MS Word, Excel, Outlook).
- Ability to work under pressure and meet deadlines.
- Strong organizational and problem-solving abilities.
- Ability to maintain confidentiality and follow ethical standards.
- Knowledge of local markets and suppliers is an asset.
