January. 1994 is an Afghan, non-profit, non-governmental and non- political organization, cooperative partner of UN and other international organizations implementing developmental and humanitarian projects in the southern region of Afghanistan. Job Descriptions:

Job Purpose:

The M&E Officer is responsible for designing, implementing, and maintaining effective monitoring, evaluation, accountability, and learning systems for the project. The role ensures that project activities are tracked, results are measured, and evidence-based recommendations are provided to support quality programming and donor reporting.

Key Responsibilities:

  • Develop and update the project M&E plan, results framework, and indicator tracking tools.
  • Conduct regular field visits to project sites across Nimroz to monitor progress and verify reported data.
  • Ensure accurate collection, entry, and analysis of quantitative and qualitative data.
  • Support mobile/field teams in the use of monitoring forms, checklists, and data collection tools.
  • Monitor implementation of socio-economic, livelihood, community resilience, and health service activities.
  • Support baseline, midline, and endline evaluations in coordination with the M&E Coordinator.
  • Assist in data quality assessments (DQA) and analysis to ensure accuracy and reliability.
  • Document lessons learned and success stories from project interventions.
  • Maintain the project’s beneficiary feedback and response mechanism (FCRM).
  • Register, follow up, and close community complaints in line with accountability standards.

 

  • Ensure adherence to safeguarding, protection, and confidentiality protocols during data collection.
  • Produce monthly, quarterly, and ad-hoc M&E reports for internal use and donor requirements.
  • Maintain databases (Excel/KOBO/ODK/CommCare) and ensure data backup and confidentiality.
  • Provide data visualizations (charts, dashboards) to support management decision-making.
  • Contribute to donor reports by providing accurate and timely M&E data.
  • Facilitate learning sessions, reflection meetings, and after-action reviews.
  • Train field staff on M&E tools, indicator tracking, data collection, and reporting standards.
  • Support continuous improvement of project strategies based on monitoring findings.
Job Requirements:

Qualifications and Experience:

  • Bachelor’s degree in Monitoring & Evaluation, Statistics, Public Health, Social Sciences, Development Studies, or a related field (Master’s preferred).

Experience

  • Minimum 3 years of experience in M&E roles within humanitarian or development projects.
  • Experience working in community development, resilience-building, livelihoods, or health projects preferred.
  • Familiarity with Nimroz Province context is an asset.

Skills

  • Strong knowledge of M&E methodologies and tools.
  • Proficiency in Excel, KOBO, ODK, Power BI or similar data software.
  • Strong analytical and report-writing skills.
  • Ability to work under pressure and travel frequently to field locations.
  • Excellent communication skills in Pashto, Dari; English is an advantage.

  • Fieldwork may involve travel to remote rural communities under varying weather conditions.
