Position Purpose
The Health Technical Lead will provide strategic and technical direction for the successful design, implementation, monitoring, and evaluation of the RHRL health project. Working closely with project manager, SPM and technical partners, the Health Technical Lead ensures that all project interventions are technically sound, evidence-based, and aligned with national and international health standards and guidelines.
The role will focus on strengthening the technical quality of health and psychosocial interventions, supporting field teams with capacity building, overseeing adherence to technical standards, and contributing to monitoring, learning, and reporting activities.
Main Duties & Responsibilities
Strategic Leadership & Program Quality
- Provide strategic and technical leadership for the overall health component of the project, ensuring it meets its objectives and remains responsive to the evolving context.
- Lead the development, refinement, and periodic review of the project’s health strategy, ensuring alignment with donor expectations, AHF requirements, and the Afghan Ministry of Public Health policies.
- Ensure all project activities adhere to technical standards and best practices, including WHO, IASC, and SPHERE standards.
- Oversee the technical quality of integrated health service delivery, including reproductive health, clinical care for survivors of gender-based violence, mental health and psychosocial support (MHPSS), and community health.
Technical Guidance & Capacity Building
- Provide ongoing technical guidance and supervision to the project team to ensure the quality implementation of health and psychosocial interventions across all target health facilities.
- Develop, adapt, and review technical content for training materials, clinical guidelines, job aids, and data collection tools to meet project needs and context.
- Design and lead capacity-building initiatives for project staff, government health workers, and community health workers on relevant topics, including MHPSS, clinical management of rape, and integrated RH services.
- Conduct regular supportive supervision and field visits to assess service quality, identify implementation gaps, and provide hands-on mentoring and corrective actions.
Monitoring, Evaluation, Accountability & Learning (MEAL)
- Collaborate with the MEAL team to define and track project-specific health indicators within the log-frame.
- Lead the technical analysis of program data, participate in data review meetings, and use findings to inform programmatic adaptations and decision-making.
- Oversee the technical aspects of the data collection process, ensuring accuracy and consistency.
- Spearhead the documentation and dissemination of success stories, lessons learned, best practices, and technical reports for internal and external audiences.
Coordination, Representation & Advocacy
- Build and maintain effective relationships with relevant government authorities (e.g., MoPH), health cluster/sector coordinators, UN agencies, and other key stakeholders at the district, regional, and national levels.
- Represent the project in key technical working groups, stakeholder meetings, and donor reviews, effectively communicating project achievements and lessons learned.
- Ensure project activities are harmonized with government health systems and aligned with national and health cluster strategies.
Reporting & Compliance
- Develop and compile high-quality regular technical reports, donor updates, and success stories for the Project Manager and senior management.
- Ensure all technical reporting is accurate, timely, and meets both organizational and donor requirements.
- Perform any other job-related task assigned by the line manager.
