About TLO:

The Liaison Office (TLO) founded in 2003 as an Afghan non-governmental organization (NGO) that emerged from a Swisspeace pilot project (supported by the Heinrich Böll Stiftung) with the aim of improving local governance, stability, and security through systematic and institutionalized engagement with customary structures, local communities, civil society groups, and government institutions. TLO is based in Kabul, with regional offices in Paktia, Khost, Paktika, Herat, Ghazni, Farah, Samangan, Balkh, Nangarhar, Maidan wardak and Baghlan and additional field offices across Afghanistan. TLO works to achieve its objectives through key program activities: research and analysis, dialogue facilitation for peacebuilding, access to justice and governance, humanitarian assistance, third party monitoring and evaluation, and environment & natural resources management.

Job Descriptions:

The Liaison Office - TLO is seeking to hire a competent candidate based on the criteria described below for the position of Office Manager who will be reporting to the Operations Manager and is responsible for below responsibilities base in Kabul, Afghanistan and frequent travel to TLO projects side.

SPECIFIC ACTIVITIES

  • Manage key aspects of the development, implementation, and consolidation of the TLO projects.
  • Serve as a point of contact to donors, audits as well as public, private and non-government stakeholders, when needed.
  • Manage key functions of the project to meet donor expectations in terms of timely and quality results and budget.
  • Contribute to ensuring coordination between field, local and international partners.
  • Ensure the partner's agreements are in place, and all the donor requirements are observed and adhered to by them.
  • Coordinate partner assessments, and regular program and visits are conducted.
  • Oversee a granting mechanism for local partners, ensuring compliance with TLO and donor policies and procedures.
  • Contribute to the development of staffing plans and the recruitment process of senior staff.
  • Liaise with government counterparts to mobilize support for the project both in Kabul and at the provincial levels.
  • Oversee implementation of operational policies and procedures during implementation of the project and enforce strict compliance.
  • Oversee preparation and documentation of procurement documents and files, ensuring they comply with agreed standards and contract terms and conditions.
  • Oversee distribution of equipment and supplies to project staff, ensuring the check-in and check-out forms are properly filled, processed, and filed.
  • Oversee reconciliation of inventory and assets records with finance, administration and HR team on a monthly or quarterly basis
  • Enforce strict compliance to security policy and procedures at the office and at the field levels.
  • Ensure strict inventory and follow up measures are in place, so the entries records are accurate, up to date and filed properly.
  • Implement strict vehicle use policy including their maintenance.
  • In collaboration with consortium partners, provide support in travel arrangements including arrangements at the local for the project staff, surveyors and other project team members.
  • Write correspondences, obtain visa and ticket, book accommodation for staff when necessary. 
  • Review and approve all operational invoices and ensure they are submitted for payment till authorized threshold.
  • Any other task assigned by the supervisor.
Job Requirements:

Education:

  • Master’s degree in business administration with minimum 8 years working experience in Admin, Grants, Procurement, Finance, IT and Security or bachelor’s in business administration with minimum 12 years working experience. 

Experience:

  • At least 8-12 years of practical experience in similar positions
  • Proven experience leading multidisciplinary teams, while working on complex, multifaceted projects in a dynamic environment.
  • Knowledge and understanding of the operating environment in Afghanistan is preferable
  • An understanding of MOF’s laws and regulations surrounding different types of taxes
  • Working knowledge of Ministry of Finance forms and reporting templates including tax clearance strategy
  • Working knowledge of Afghanistan’s rules and regulations including labor law
  • Proven track record working with NGOs involved in delivery of implementation of health projects in a similar role
  • Advance skills and proficiency in MS office packages including Ms. Excel
  • Strong skills in addressing complex technical, managerial or operational problems
  • Excellent written and verbal communication skill in local languages and English
  • Strong initiative and the ability to work with minimal supervision is desired  
  • Ability to work independently and make quick effective decision.
  • Ability to cope with stressful situations and work with limited resources.
