Job Purpose:
The Project Manager will be responsible for the overall leadership, coordination, and effective implementation of the projects located in Nangahar and Kunar provinces. The Project Manager will oversee planning, implementation, monitoring, reporting, and partnership management with consortium members and external stakeholders. S/he will ensure that interventions are inclusive, cost-efficient, and responsive to the needs of vulnerable groups, particularly persons with disabilities, women, children, and individuals with reduced mobility, thereby contributing to lifesaving support and strengthened resilience for crisis-affected communities at border areas and in areas of return.
The Duties and responsibilities may include but not limited to:
Key Responsibilities:
- Ensure the implementation of the project, in line with HI’s standards, logical framework and allocated budget:
- Ensure that all activities and the associated resources are planned and implement the action plan.
- Ensure that all activities are implemented in line with the project proposal and the allocated budget and the standards operating procedures (SoPs). This requires regular follow up with the program support services and technical staff.
- Manage and oversee the delivery and procurement of assistive devices in line with the relevant departments of the organization.
- Ensure project reporting, internally (with the program unit) and externally (reporting to funding bodies, authorities and/ or partners) with a focus on inclusion outcomes.
- Undertake expenditure and manage the project activity-specific budget lines according to the delegation he/ she received based on the program signature delegation table.
- Facilitate and maintain effective partnerships with implementing partners, ensuring inclusion is embedded in joint planning and review processes.
- Ensure proper documentation and archiving of information and learning
- Ensure compliance with global technical standards and norms by communicating and by involving the technical specialists and officers with expertise in the project themes.
- Actively engage in the development and follow the supply plan for the project activities.
- Actively engage in the recruitment of the staff needed for implementation of the project.
- Ensure that project implementation complies with the existing frameworks:
- Ensure the proper implementation and follow-up of HI’s institutional policies (specifically, PSEAH and Age-Gender, Disability policies) and the other HI internal standards.
- Ensure compliance with the terms of the project proposal and the rules applied by funding body/bodies.
- Ensure project monitoring, evaluation, accountability and learning:
- Ensure project monitoring, specifically activity progress indicators and the expected outcomes.
- Develop and implement the project evaluation plan.
- Promote accountability to affected populations, especially persons with disabilities
- Ensure project learning, taking into account lessons learned from similar previous projects, following the recommendations made throughout the project (from evaluations, support missions, audits, etc.), and capitalizing on the acquired knowledge.
- Contribute to a safe environment for sharing ideas, solutions, and difficulties and the capacity to detect, analyze and respond quickly to small deficiencies.
- Conduct field visits as per need and validation of the line manager.
- Ensure project data management:
- Ensure that the appropriate data collection and management tools are in place on the project, in line with HI’s inclusive data collection mechanism.
- Ensure that data related to the project is collected and compiled in the project database and relevant database is updated regularly.
- Coordinate the teams involved in the project:
- Facilitate coordination meetings between his/her direct team and the support services located in the area when necessary.
- Ensure that his/her team and the support teams work well together to facilitate the implementation of the project in the intervention area.
- Organize the project monthly/quarterly, ISPR, kick-off and other meetings.
- Facilitate quarterly project steering committee meetings with the partner organization to maintain strategic and programmatic-level discussions, ensuring alignment on inclusive DRR priorities and progress
- Contribute to external project communication:
- Contribute to HI’s external influence by taking part in networks, when required.
- Communicate about the project to partners and stakeholders when relevant.
- Other Responsibilities:
- Perform any activity that is assigned by the functional and technical line managers.
- Perform any other activity foreseen necessary for the implementation of the project.
- Overseeing safety and security and reporting to HASM.
