Position: Human Resources (HR) Manager
Location: Kabul, Afghanistan (with occasional travel to field offices)
Reports to: Executive Director / Program Director
Supervises: HR Officers, HR Assistants, and Support Staff
Purpose of the Role
The Human Resources Manager is responsible for overseeing and managing all aspects of the organization’s human resource functions, ensuring effective recruitment, staff development, performance management, and compliance with organizational and donor HR policies. The role contributes to a positive and productive work environment and ensures that NIDA’s staffing needs are met efficiently and fairly across all projects and departments.
Key Responsibilities
1. Recruitment and Staffing

Lead transparent and competitive recruitment processes for project and support staff.

Prepare vacancy announcements, coordinate candidate shortlisting, and facilitate interviews.

Ensure that all recruitments comply with organizational and donor HR policies.

Maintain updated job descriptions and personnel files for all staff.
2. HR Administration and Record Management

Maintain accurate and confidential employee records, contracts, and attendance registers.

Ensure all staff have valid employment contracts, and manage contract renewals and terminations.

Maintain the HR database and ensure proper documentation for audits and donor reviews.

Oversee staff onboarding and exit procedures.
3. Staff Development and Capacity Building

Identify training needs and coordinate staff capacity development initiatives.

Organize orientation and induction sessions for new employees.

Support performance improvement through coaching, mentoring, and periodic training programs.
4. Performance Management

Oversee the implementation of performance appraisal systems for all staff.

Support managers and supervisors in setting clear performance objectives and evaluations.

Monitor probation periods and ensure timely performance reviews.
5. Employee Relations and Welfare

Promote a positive and inclusive working environment aligned with organizational values.

Address employee concerns and grievances in a professional and confidential manner.

Ensure compliance with safeguarding, protection from sexual exploitation and abuse (PSEA), and gender equity principles.
6. Policy Development and Compliance

Review and update HR policies and procedures to ensure relevance and compliance.

Ensure compliance with Afghanistan labor law, donor requirements, and internal standards.

Provide HR-related reports and data to management and donors as required.
7. Coordination and Communication

Coordinate closely with program and finance teams to ensure accurate staffing and payroll data.

Represent HR in management meetings and support decision-making processes.

Liaise with relevant government bodies on labor and employment matters as needed.
