About Rural Movement Organization (RMO):

Rural Movement Organization (RMO) is an Afghan NGO. It was established in 2010 and registered with the Afghan Ministry of Economy in 2014. RMO is established as the continuation of the Belgian NGO "Solidarité Afghanistan Belgique" (SAB).
As a replacement of Solidarity Belgium Afghanistan (SAB), RMO has a long experience in implementing vocational training, agriculture, education, and emergency response projects. On top of it, RMO collaborated with and became a formal partner of Geres (www.geres.eu) for around 10 years, which enabled RMO to achieve an excellent experience and knowledge in the in-house energy efficiency environment protection and climate change sectors. In the past 10 years, together with Geres, RMO implemented a number of medium to large-sized projects in Kabul, Bamyan, Maidan Wardak, and Badakhshan Provinces. 
RMO operations include work on market-based solutions, developing value chains, as these create jobs and are often key to the sustainability of the solutions deployed. In both urban and rural settings, RMO has also contributed to technical improvements to the agriculture and vegetable production sector by building passive solar greenhouses, bioclimatic cellars, as well as innovative solutions, including training, a toolkit, and marketing support to women beneficiaries on food processing and production.  
Project Overview: 
“Enhancing Climate Adaptation and Livelihoods in Bamyan through anticipatory action, Inclusive DRR, NRM, and Women Empowerment” Is funded by Afghanistan Humanitarian Fund (AHF) via UNOCHA. The project is supposed to be implemented by 3 partner NGOs (SI) as the leader, and RMO and WCOD as partners. The project will be implemented in the Yakawlang district of Bamyan province. 
The project aims to enhance climate adaptation and strengthen community resilience in the Yakawlang district by addressing the challenges of climate change, environmental degradation, and economic vulnerability. Focusing on DRR, sustainable natural resources management (NRM), and women’s empowerment, the project seeks to improve the livelihoods of the most vulnerable communities while reducing their reliance on harmful coping mechanisms.
Through the construction of essential DRR infrastructures, such as flood mitigation systems, and the provision of winterization support, the project will reduce the immediate impacts of climate-related shocks. The introduction of climate-resilient agricultural techniques, including agroforestry, and the promotion of cost-efficient energy solutions to reduce dependence on firewood, will also contribute to reducing environmental degradation.
 

Job Descriptions:

Under the direct supervision of the provincial team leader and in close coordination with the finance officer and Admin/Finance Manager, the provincial accountant is in charge of managing all financial aspects of the project at the provincial level, specifically, he/she is in charge of: 
1.    Financial tasks 
-    Carefully read and well understand project-related documents (project budget, RMO policies, and AHF guide on financial follow-up) 
-    Maintains financial records (ledger) and reconciles expenditures, balances, payments, statements, and other day-to-day transactions and reports.
-    Prepare cash payment vouchers and make daily cash reconciliation.
-    Ensure all taxes, including (Income Tax, Payroll, Rental Tax, and Vendor Tax…) are paid on time and Ministry of Finance guidance is respected. 
-    Process all the organization’s financial transactions and operations in the SAGA Accounting System, including staff and vendor payment vouchers, receipt vouchers, and journal vouchers. 
-    Prepares financial vouchers and monthly reports on Accounts for submission to the Head of Department.
-    Ensure project/program costs are according to approved budget lines.
-    Keep soft and hard copies of financial records as per the RMO data protection guide and donor instruction.
-    Ensure all bills, vouchers, and any other documents related to finance have been signed, approved, and dated properly before processing the payment;
-    Prepare monthly staff payroll and share with the head office as per the agreed timeline;
-     Maintain cashbook and bank book balances;
-    Deal with bank-related transfers and queries; 
Administrative & logistic tasks 
-    Act as the administrative liaison between the Bamyan office and the Kabul head office or RMO.
-    Manage daily administrative tasks of the Bamyan RMO office, including. attendance of team, time sheets, correspondence, filing, and record-keeping;
-    Maintain updated inventory records of office assets, IT equipment, and supplies;
-    Prepare and manage documentation for procurement requests, service contracts, and local purchases;
-      Manage utility payments, office supplies, and consumables in a timely manner;
-    Arrange travel, accommodation, and transport for staff and visitors to Bamyan and inside Bamyan (districts/villages)
-    Maintain vehicle logbooks, fuel records, and schedule maintenance for office vehicles;
-    Support event and meeting arrangements, including venue booking, refreshments, and materials;
-     Assist with recruitment processes at the provincial level (arranging interviews, collecting documents).
-     Ensure visitor logs, ID checks, and access control measures are maintained.
REPORTING 
-    Assist the Admin/Finance department in preparing and submitting the organization's report to the ministry.
-    Prepare and submit monthly payroll reports. 
-    Assist the provincial team leader in reporting to the donor and line agencies.
ARCHIVING DATA
-    Archive of all administration and finance files, data, and reports with a proper system (file and folder names) to have easy access when needed under the head of the department's instruction.
-    Archive the project file very safely and out of reach of any person in conformity with the RMO data protection guide.

Any additional duties as assigned by the RMO Office at the time.

Job Requirements:

Qualifications and Requirements

-    Bachelor’s degree in Business Administration, Management, or related field (preferred).
-    Minimum of 3 years’ relevant experience in administration, preferably with NGOs or international organizations.
-    Strong organizational and multitasking skills.
-    Good knowledge of procurement, asset management, and finance support.
-    Proficiency in MS Office (SAGA, Word, Excel, Outlook).
-    Excellent communication skills in Dari, Pashto, and working knowledge of English.
-    Familiarity with the Bamyan Province context and culture is an advantage.
