Job Descriptions:

Job Summary: The Finance and Administration Manager / Chief Financial Officer (CFO) is responsible for providing strategic leadership and direction for the financial and administrative operations of the organization. The position ensures sound financial management, transparency, compliance with donor and organizational policies, and effective use of resources. The Finance/Admin Manager oversees budgeting, financial reporting, audits, procurement, logistics, human resources, and general administration to support the smooth operation of all programs and offices.

Duties & Responsibilities:

  • Lead, manage, and oversee all financial activities including budgeting, forecasting, accounting, and financial reporting.
  • Develop and maintain financial policies, procedures, and systems in compliance with donor regulations and organizational standards.
  • Monitor cash flow, manage bank accounts, and ensure adequate liquidity for program operations.
  • Ensure all financial transactions are properly recorded, classified, and approved in accordance with internal controls.
  • Prepare monthly, quarterly, and annual financial reports for management and donors.
  • Lead the preparation of annual budgets and ensure proper budgetary control and monitoring.
  • Oversee payroll processing and ensure all statutory deductions (tax, social security, etc.) are made accurately and on time.
  • Coordinate and support internal and external financial audits.
  • Manage grant financial reporting and ensure compliance with donor rules and regulations
  • Ensure compliance with organizational, donor, and government regulations, including tax laws and labor laws.
  • Maintain high ethical standards and financial integrity across all departments.
  • Promote accountability and transparency in all financial and administrative functions.
  • Oversee administrative operations including procurement, logistics, fleet management, and office management.
  • Ensure that office premises, equipment, and assets are properly managed, maintained, and inventoried.
  • Supervise procurement processes to ensure transparency, cost-effectiveness, and compliance with policies.
  • Support HR functions including staff recruitment, onboarding, payroll, and performance management in coordination with HR.
  • Ensure that administrative and financial systems support effective program delivery.
  • Lead risk management and ensure internal control mechanisms are in place and functioning.
  • Check all cash books on a weekly basis. Conduct weekly cash count and submit scan report to MO. Submit monthly cash books to Finance Manager MO by 5th of next month. Original documents shall be submitted on quarterly basis. If necessary, a visit shall be made to MO for documents clearance once in every six months,
  • Attestation of all demands, after ensuring budget availability. He / She shall make sure that budget ceilings are not surpassed, and the demand are in compliance with Donor guidelines.

  • Master’s degree in Finance, Accounting, Business Administration, or related field (MBA, M.Com, or equivalent preferred).
  • Professional certification (CPA, ACCA, or CA) is an advantage.
  • Minimum 8-9 years of progressively responsible experience in financial and administrative management, preferably within NGOs, INGOs, or international development organizations.
  • Strong knowledge of financial management software (QuickBooks, SAP, ERP systems).
  • Excellent knowledge of donor regulations.
  • Strong analytical, problem-solving, and strategic thinking skills.
  • Proven ability to manage and motivate multidisciplinary teams.
  • Excellent communication skills in English and local languages (Pashto and Dari).
  • Strong computer literacy (MS Excel, Word, PowerPoint, Outlook)
