The provincial team leader is a senior position and part of the RMO coordination team. The provincial team leader is in charge of project implementation, institution and donor relations at the provincial level, and provincial team and resource management. More specifically, and under the supervision of the project manager, the provincial team leader is in charge of the following tasks:
Project Management
- Studies, well understands and integrates project proposal, LFA and other related documents;
- Designs and develops a project action plan and implements a strategy, in conformity with the general objectives of the project and in collaboration with PM and senior management;
- Ensures good and regular implementation of project activities, in line with the project documents (logical framework, proposal and defined action plans);
- Ensures timely and quality project activities implementation in due to allocated budget and agreed project proposal;
- Conducts regular field visits to check the quality of project implementation;
- Provides trainings to project team and builds capacity of them for smooth activities implementation;
- Manages human resources related to project: writing/update of job descriptions, recruitment, evaluation, and daily HR management (leaves, etc.) in line with RMO Staff policy;
- Implements and supervises monitoring and evaluation of project activities, in collaborationwith theM&E Unit;
- In coordination with RMO security in charge, follows provincial team security and timely update them;
- Design action plans for local team members, closely follow and make sure of: a) proper beneficiaries and artisans’ selection, b) proper Energy Saving Solutions (ESS) and trainings application, c) proper awareness and communication and d) proper use and maintenance trainings to ESS users;
- Reports any issue and challenge to line manager and lead challenge mitigation together with line manager and local team;
- Ensure appropriate coordination and communication between the project team and RMO head office in Kabul;
- Ensures the information flow with the project and RMO management, and takes necessary measures according to the situation;
Project coordination
- Attends the project related meetings, workshops and events with consortium, and introduces project progress, achievements and challenges;
- Design project presentation and provide it at provincial level events (with consortium and institutions)
- Design project communication strategy at the provincial level and follow up with involved stakeholders and project partners;
- Attends biweekly project meetings and other events with RMO and presents the project.
Logistic and budget follow-up
- In coordination with PM and finance manager, follow provincial admin/finance officer and make sure RMO and donor policies are respected and applied for all purchases;
- Under the supervision of the admin / finance unit, follow up on the project budget ;
- Reviews and submits monthly provincial accountancy to the admin / finance unit;
- In coordination with the head office logistics in charge, makes sure RMO logistics policy and requirements are applied for all kinds of procurements;
- Designs and submits monthly / quarterly budget forecast;
- Together with the admin finance officer, manages provincial-level budget and cash;
Reporting
- Collects data and draws monthly/quarterly and final narrative progress reports in line with project indicators and objectives;
- Designs and submits any other related reports required by RMO or project donor/consortium;
- Reviews and submits monthly finance reports in given formats;
- Manages project reporting for line agencies at the provincial level
Perform any other related task assigned by the line manager.
