Resilience, Environment, and Humanitarian Aid (REHA) is a national NGO registered with the Afghan Ministry of Economy, specializing in environmental protection, climate change, disaster risk reduction, and cross-cutting areas such as agriculture, livelihood support, and humanitarian assistance. REHA employs a balanced approach, combining “hard” interventions (e.g., infrastructure, resource management) with “soft” interventions (e.g., capacity building, advocacy) to address the needs of communities affected by climate and humanitarian crises.

Job Descriptions:

The Project Manager will provide strategic leadership and technical oversight to ensure the successful implementation of the COMTREE project. The role is responsible for translating project objectives into actionable plans, managing resources efficiently, building strong community partnerships, and ensuring the delivery of sustainable environmental and socio-economic outcomes.

Key Responsibilities:

  1. Strategic Planning & Implementation
    • Develop and oversee comprehensive work plans aligned with COMTREE’s objectives of reforestation, orchard development, and community resilience.
    • Integrate climate-smart agriculture, sustainable land management, and gender-responsive practices into project activities.
    • Ensure that project activities meet quality, timeliness, and budgetary targets.
  2. Technical Oversight
    • Guide GIS-based site selection, soil and topographic assessments, planting, and irrigation infrastructure implementation.
    • Supervise technical standards for sapling survival, water management, and community training programs.
    • Promote innovative approaches to enhance ecosystem services and long-term sustainability.
  3. Community Engagement & Capacity Building
    • Facilitate inclusive consultations with local councils and community stakeholders.
    • Establish and strengthen Village Development Committees/Tree Custodian Groups and develop local capacity through Training programs.
    • Promote gender-equitable participation and ensure benefits are fairly distributed among vulnerable groups.
  4. Monitoring, Reporting & Adaptive Management
    • Implement a robust MRE framework using digital data collection, survival rates, and gender-disaggregated metrics.
    • Apply a Collaborating, Learning, and Adapting (CLA) approach to adjust project strategies based on evidence and community feedback.
    • Prepare progress reports, including monthly, periodic updates and a final progress report.
  5. Stakeholder Coordination & Representation
    • Act as the primary liaison between REHA, donors, local authorities, and other stakeholders.
    • Ensure transparent communication and accountability to all partners.
    • Represent the project in technical forums, meetings, and coordination platforms at provincial level.

Key Deliverables:

  • Successful planting and maintenance of 12,000 trees/saplings.
  • Functional and inclusive community institutions managing project assets.
  • Green jobs and livelihood opportunities established for local communities.
  • Evidence-based reporting demonstrates environmental, social, and economic impacts.
Job Requirements:
  • At least a bachelor’s degree in agriculture (Agronomy, Horticulture, Forestry, or NRM) is required, a master’s degree is preferred.
  • Proven expertise in tree plantation, orchard development, land leveling, irrigation systems, contouring, and terracing.
  • Strong project management and leadership skills with the ability to supervise teams and ensure quality results.
  • Experience in community mobilization and establishing inclusive, gender-responsive committees.
  • Solid monitoring and reporting skills with a track record of achieving >85% plantation survival rates.
  • Proficiency in local languages and English with strong communication and coordination skills.
  • Willingness to travel extensively within project areas and work under challenging conditions.
