Overall purpose
The Senior Clinical Lead will oversee the delivery of integrated health and nutrition services to targeted returnee populations. This role includes direct clinical care, team support, and coordination with internal and external stakeholders to ensure high-quality service delivery aligned with national guidelines and global best practices.
Lead the clinical team at Inzergai Reception Center and other designated Medair health facilities, ensuring effective implementation of integrated health and nutrition services.
Provide outpatient consultations for women and children, supporting emergency response staff in delivering timely and appropriate care.
If Medair initiates full-package services, support midwives, nurses, and other team members in delivering comprehensive care in accordance with standard protocols.
Oversee the provision of, IMNCI (Integrated Management of Childhood Illness), Reproductive Health Services (ANC, PNC, and Family Planning), Injury and Trauma Care and emergency Health Activities
Coordinate with the EPI team to expand access to routine immunizations within catchment areas.
Establish and strengthen referral pathways between Medair-supported sites and other existing health facilities to ensure continuity of care.
RESPONSIBILITIES
- Provide outpatient consultation for women/men and children under 5, including IMNCI. Provide clinical lead supporting IMNCI nurse and midwife to manage cases and ensure high quality of care delivered.
- Direct involvement in clinical care delivered in the Health Centre; treatment of childhood illness, vaccination screening, RH (ANC, PNC & FP), injury and trauma care as first aid support including first dosage of treatment and urgent referral in the assigned locations.
- Ensure all staff in the Health Centre are following national guidelines and organizational protocols.
- Coordinate with existing Community Health structures (Health Shura, CHWs, CHNVs, FHAGs) in the assigned catchment areas if permitted by authorities.
- Ensure daily data collection process is followed for all curative health activities
- Establish appropriate clinical referral pathways to appropriate facilities
- Ensure medicine stock management at clinic site correctly managed and submit time stock requests to logs team for medicine, supplies and equipment
- Any other activities not listed in the JD but requested by line manager and Health & Nutrition Project Manager.
Supervisory responsibilities:
- Provide daily clinical supervision of health activities at the assigned emergency response site.
- Coordinate with staff and check patient flow and organize the team and the site efficiently and according to quality standards.
- Oversee the implementation of IMNCI, RH, injury and trauma care, and support community health activities, establish referral pathways to strengthen links between project locations and existing static health facilities in project areas of operation.
- Assist with on-the-job training of health team and nutrition staff in managing co-existing illnesses, triage, and thorough assessment and referral
- Ensure adherence to the organization’s values and professional behaviour of all nutrition staff and take the lead in resolving problems if needed.
- Support PSS staff with referral and follow up of cases requiring referral to Mental Health PHC consultation or specialised care
Technical responsibilities (involvement as needed):
- Provide medical assessment of children and women provide attending for PHC services and provide appropriate medical treatment following national protocols, IMNCI and RH guidelines.
- Examine children admitted to nutrition programme for co-existing illnesses/IMNCI or complications, and provide appropriate medical treatment or referral according to IMCI guidelines
- Review complicated IMNCI cases and especially children under 6 months and take the final decision on referral to the hospital
- Review complicated RH beneficiaries and take final decision on their referral.
- Ensure appropriate education and counselling is given to the beneficiaries and care takers
- Ensure treatment is given according to guidelines and protocols approved by National MoPH
Quality management:
- Ensure accurate record keeping of all activities at the static health facility.
- Submit required daily, weekly, and monthly reports. Carry out required quality checks according to provided checklists
- Clinical supportive supervision and on the Job training to BHC team and community staff
External representation:
- Liaise with stakeholders providing health in the same location, especially for referral
- In collaboration with the Health Manager and other BHCs operating in the same district ensure staff of referral facilities are informed of all aspects of the program including referral pathways
- Assist in mapping of villages and communities that have poor access to health and nutrition services
- In collaboration with the Health Manager establish referral pathways to appropriate health facilities, paediatric and inpatient facility.
- Provide feedback to the Health Manager, Health & Nutrition Project Manager on community specific challenges and barriers
Logistics:
- Prepare regular stock requests to ensure sufficient stock (medicine, medical supplies, and non-medical supplies) is available at each assigned BHC team location
- Support and provide guidance to Pharmacy Assistant in safe storage of all medicine’s medical supplies and equipment
- Monitor expiration dates to ensure stocks are used prior to their expiration date
- Report any suspected or identified fraud cases at the Health and Nutrition site to the Project Manager
