We World-GVC in the framework of its programs in Afghanistan is recruiting local staff to implement the project "Strengthening the food insecurity and disaster risk preparedness, prevention and response capacities of the Afghan population affected by the humanitarian crisis" in Herat funded by the Italian Agency for Development Cooperation (AICS).

Job Descriptions:

Purpose of the Role

The Finance/Logistics Officer will support the project in finance and logistics operations to ensure timely, efficient, and compliant implementation of project activities. The role involves regular travel to project sites in Jalalabad, Kunar, and Herat provinces to provide financial and logistical guidance and coordinate with local teams, partners, and stakeholders, under the supervision of the National Support Coordinator and in close coordination with the Field Coordinator.

Job Description:

  • Support the National Support Coordinator in developing project budgets and reviewing proposed budgets for accuracy and feasibility.
  • Assist in monitoring actual and projected expenses against the approved budget to help prevent under- or overspending.
  • Support coordination with the NSC in preparing comparative statements, justifications, and purchase orders.
  • Assist in improving internal budgeting processes by monitoring the accuracy and timeliness of budgeting procedures and identifying areas for improvement.
  • Support the technical team in preparing and processing bills, including accommodation, per diem, general supplies, and service expenses.
  • Ensure awareness and support compliance with donor requirements and WeWorld procurement rules, procedures, and best practices.
  • Support monitoring of office equipment maintenance and advise on timely repairs when required.
  • Assist in coordinating the activities of drivers, including schedules, duties, and logbooks in Kabul and regional offices.
  • Provide support in onboarding, briefing, and familiarizing newly recruited personnel.
  • Support the maintenance of administrative and logistical files (hard and soft copies) and assist in preparing monthly reports for submission to the required departments.
  • Assist in communicating security information to guards, drivers, and relevant staff in coordination with the Field Coordinator.
  • Assist in overseeing daily office maintenance and ensuring safe working conditions.
  • Support monitoring of the office equipment to ensure proper functioning and efficiency.
  • Assist with translation and interpretation of bills and documents when required.
  • Support maintaining personnel files in line with HR policies, including leave rosters and documentation.
  • Support maintaining high standards of health, safety, and security within the office environment.
  • Support maintaining and updating the inventory database, ensuring proper labeling and recording of all property and goods.
  • Assist in verifying and updating monthly inventory lists for inclusion in financial reporting. 
  • Undertake additional support tasks as assigned by the National Support Coordinator, Field Coordinator, and Country Director.
Job Requirements:

Knowledge/Experience

  • Bachelor’s degree in finance, Accounting, Business Administration, Logistics, or a related field.
  • Minimum 3 years of experience in finance, logistics, or administrative support in humanitarian or development projects.
  • Knowledge of procurement procedures, financial management, and donor compliance requirements.
  • Experience with cash handling, financial reporting, budget monitoring, and office administration.
  • Ability to travel frequently to Kunar and other project sites.
  • Experience working with INGOs, UN agencies, or donor-funded projects is an advantage
  • Strong interpersonal and teamwork skills, maintaining effective working relationships with people of diverse cultural and national backgrounds.
  • Professionalism – understanding of the management and operations of development organizations. Demonstrated ability to apply good judgment in the context of assignments given.
  • Planning & Organizing - Ability to plan own work and manage conflicting priorities.
  • Communications - Good communication (spoken and written) skills, including ability to explain and present program related information/requirements and prepare written documents/communications in a clear and concise way.
  • Technology Awareness – Good computer skills using Word, Excel, PowerPoint and engineering programs.
  • Teamwork - Good interpersonal skills and ability to establish and maintain effective working relations with people in a multi-cultural, multi-ethnic environment with sensitivity and respect for diversity.
  • Fluency in Dari and Pashto and excellent in English (listening, reading, writing, and speaking).
  • Ability to multi-task, be flexible and effectively lead the team in pressure working environment.
  • Extensive experience in capacity building through conducting training sessions.
  • High proficiency in Microsoft Office 365 (especially Excel, Word and Outlook) is mandatory.
  • Good analytical and writing skills and good capacity to produce high-quality reports in English is mandatory.
  • Demonstrated experience in complying with PSEA and Child Safeguarding policies is preferred. 
  • Ability to independently organize work and prioritize tasks but also to work as part of a team.
