Job Descriptions:

The Training and Capacity Building Officer will be responsible for designing, coordinating, and evaluating all training and capacity development activities under the HER-AF project. This role ensures that health personnel and project staff are equipped with the necessary skills and knowledge to deliver high-quality services aligned with national standards and UNICEF guidelines.

Key Responsibilities

1. Training Needs Assessment

  • Conduct regular assessments to identify training needs across project sites.
  • Collaborate with technical teams to prioritize capacity gaps and develop tailored training plans.

2. Training Design & Delivery

  • Develop training curricula, manuals, and materials in coordination with subject matter experts.
  • Organize and facilitate workshops, refresher courses, and on-the-job training sessions.
  • Ensure training content is culturally appropriate and gender-sensitive.
  • Ensure all conducted training recorded in OPHA training database and reported to MoPH.

3. Capacity Building Strategy

  • Develop and implement a comprehensive capacity building framework for HER-AF staff and health workers.
  • Promote continuous learning and professional development through mentoring and coaching.

4. Monitoring & Evaluation

  • Track training activities, participation, and outcomes using standardized tools.
  • Evaluate the effectiveness of training programs and recommend improvements.
  • Prepare periodic reports for internal use and donor submission.

5. Coordination & Collaboration

  • Liaise with  UNICEF, WHO, MOPH and other stakeholders to align training efforts with national priorities.
  • Coordinate with other OPHA departments to ensure integration of capacity building across sectors.
  • Represent OPHA in relevant technical working groups and forums.
Job Requirements:
  • MD, Bachelor’s degree in Public Health, or related field (Master’s preferred).
  • Minimum 5 years of experience in training and capacity development, preferably in health or humanitarian projects.
  • Proven experience in curriculum development and adult learning methodologies.
  • Strong facilitation, communication, and organizational skills.
  • Proficiency in English; fluency in Dari and/or Pashto is essential.
  • The position requires regular travel to provinces for field visits and providing support to project activities & HFs staff.
