Job Descriptions:

General Responsibilities:

The HMIS/Data Quality Manager will oversee the integrity, accuracy, and timeliness of health data related to pharmaceutical services within the HER-AF2 BPHS & EPHS and OPHA implementing projects. This role ensures that data systems support evidence-based decision-making, compliance with donor and MoPH standards, and continuous improvement in service delivery.

Key Responsibilities

Health Information Management

  • Ensure proper implementation of HMIS tools and protocols across supported facilities.
  • Monitor data flow from health facilities to central databases, ensuring completeness and timeliness.
  • Coordinate with pharmacy teams to ensure accurate recording of pharmaceutical data (stock, dispensing, consumption).

Data Quality Assurance

  • Conduct regular data quality assessments (DQAs) and validation exercises.
  • Identify gaps and inconsistencies in pharmacy-related data and recommend corrective actions.
  • Support the development and use of data dashboards and visualizations for performance tracking.

Capacity Building

  • Train pharmacy and facility staff on HMIS tools, data entry, and reporting standards.
  • Provide ongoing mentoring and technical support to improve data literacy and ownership.

Reporting & Analysis

  • Compile and analyze project HMISpharmaceutical data for monthly, quarterly, and annual reports.
  • Support Pharmacy project team Manager in preparing donor and MoPH submissions.
Job Requirements:
  • MD degree, MPH in statistic is preferable.
  • Minimum 8 years of experience in HMIS, or data management roles in health projects (HER implementing NGOs).
  • Strong understanding of BPHS/EPHS DHIS2 reporting.
  • Excellent communication, training, and coordination skills.
  • Fluency in Dari and/or Pashto; English proficiency required.

 Working Conditions

  • Based at Kabul main office with regular travel to provinces and health facilities.
  • Must comply with OPHA’s data protection, safeguarding, and confidentiality policies

  • Develop Spirit of co-operation and understanding among members of the team.
  • Work with honesty and co-operative attitude and keep a high standard of quality.
  • All other interdictions are stipulated in the staff regulation and other OPHA policies along with the disciplinary measures and all these policies are part of the staff contract with OPHA.
