Job Descriptions:

General Responsibilities:

The RH Officer will lead and oversee the planning, implementation, and monitoring of reproductive health services under the HER-AF and all other OPHA related projects. This role ensures that RH interventions are evidence-based, culturally sensitive, and aligned with national health policies and UNICEF standards. The RH Officer will work closely with field teams and stakeholders to improve maternal and reproductive health outcomes across project sites.

Key Responsibilities

1. Program Management

  • Design and implement RH strategies and work plans in line with HER-AF objectives.
  • Ensure integration of RH services into primary health care delivery.
  • Monitor progress and ensure timely execution of RH activities.

2. Technical Oversight

  • Provide technical guidance on family planning, antenatal/postnatal care, safe delivery, and adolescent reproductive health.
  • Ensure adherence to national RH protocols and international best practices.
  • Support development of training materials and clinical guidelines.

3. Capacity Building

  • Organize training sessions for health facility staff and community health workers.
  • Conduct supportive supervision and mentoring visits to field sites.
  • Strengthen referral systems and emergency obstetric care pathways.

4. Monitoring & Evaluation

  • Develop RH indicators and tools for data collection and analysis.
  • Review service delivery data and provide feedback for quality improvement.
  • Contribute to donor reports and documentation of success stories.

5. Coordination & Advocacy

  • Liaise with UNICEF, WHO ,MoPH, and other partners to align RH programming.
  • Represent OPHA in RH technical working groups and coordination forums.
  • Advocate for gender-sensitive and rights-based approaches to reproductive health.
Job Requirements:
  • MD Bachelor’s degree, (Master’s preferred).
  • Minimum 5 years of experience in reproductive health programming, preferably in NGO implemented HER projects.
  • Strong knowledge of Afghan RH policies and global standards.
  • Experience in training, supervision, and quality assurance of RH services.
  • Excellent communication and report-writing skills in English; fluency in Dari and/or Pashto.
  • The position requires regular travel to provinces for field visits and providing support to project activities and HFs staff.

  • All other interdictions are stipulated in the staff regulation and other OPHA policies along with the disciplinary measures and all these policies are part of the staff contract with OPHA.
